worth of bonds sold recently, the city would have .borrowed
money at an actual or “effective** rate of 4.57 percent.
Under the terms of the second offer, which was the one
upon which the sale of the bonds was consummated, the
city is paying an actual or “effective” rate of interest of
somewhat more than 4.75 percent.
