Conscience demands that one
should not only do the best work of
which he is capable but that he
should make*himself capable of do-
ing the best work. The lawyer and
we must add the minister as well as
the book-keeper the clerk
the mechanic who though negligent
in preparation allows himself to do
anything less than the very best work
that can be done by him is wanting
in conscience and honesty. The
phrases not seldom used “about
right" and “near enough” are trea-

The excellence and far reaching
benefits derived from the adoption of
the Australian ballot system in Ar-
kansas and other Southern States
will no doubt lead to its almost uni
versal recognition and adoption in
the North and East where it has al-
ready gained a strong foothold. As
a means of purifying the ballot by
the presarvation of t ecrecy on the
part of the voter and affording him
protection from the machinations of
“ward heelers" and other political
birds of prey the law may be regard-
ed in the light of a public and we
trust some day a national blessing.
It will be far belter U» change the
time for the meeting of Congress to
the first Monday after the fourth of
March than to order an extra session.

Indeed! Anything would be better
just now than to increase the public
expenditure of the national funds on
the part of an administration pledged
to retreehment in every department
of the public service. Especially so
as the incoming Democratic adininis
trillion is to follow upon the heels of
the most reckless and unanimously
extravagant government ever admin-
istered all things considered since
the. formation of this nation into a
union of Stales.
The many friends and admirers of
the distinguished Kentucky states-
man Senator John G. Carlisle will
learn with regret that after being in
close conference with President-elect
Grover Cleveland as an honored
guest at the hitter's home the Senator
has returned to ins home at Washing-
ton without signifying in any way
his willingness to accept a portfolio
in the new cabinet although it is an
open secret that such a position has
been tendered him by the President-
elect in person. It is thought that
the wishes of Mrs. Carlisle the Sena-
tor's wife will have a great bearing
upon his future action in the matter.
That his failure to enter the cabinet
will lose for Mr. Cleveland one of the
strongest and ablest minds in the
land cannot be doubted.
The evil effects of ignorance among
the great masses of Eastern voters
in political affairs is becoming more
and more apparent daily as is evi-
denced by the following article on
point from one of the .great Eastern
dailies. "Every day more clearly
teaches the necessity of a substantial
educational qualifications for voters
at our elections. The bitterness of
race conflicts in the South has led to
its adoption in a number of the South-
ern States but it is in the great North
where the herds of ignorant voters do
most congregate. There is not a
single attribute of justice in permit-
ting a man to exercise the sovereign
power of our citizenship who cannot
read the Constitution or the laws of
the country or even the ticket that
he deposits in the ballot-box and the
sooner the great Slates of the North
shall adopt an educational qualifica-
tion of voters the sooner will our
political system be elevated to a much
higher plane.
There is no excuse for ignorance
in this free land where free schools
are open to all and it should be the
positive law of every Commonwealth
that only those capable of reading
and understanding the laws and of
reading the ticket that lie proposes to
vote should bo permitted to exercise
the sovereignty of our lieiieliceul
citizen.

The last of the most successful course
of entertainments ever conducted un-
der the auspices of the Madison Square
department of the Young Men’s Chris-
lain Association was given last eve-
ning. Every available seat was tilled.
The special featureof the evening was
the Mendelssohn Quintette Club of
Boston.
The above merited tribute is paid to
the Mendelssohn Quintette Club by
the Chicago Tribune. The club is
widely and favorably known to tlie
music loving public throughout the
United States and its appearance at
(ihio’s opera house in this city on
Thursday evening January sth 1898
under the auspices of the Y. M. C. A..
of Texarkana will prove a rare treat
to our music loving people.
