In view of the possible invasion of
Asiatic cholera during the present
year unless the quarantine laws are
amended and immigration checked
the leading physicians of Illinois have
been in consultation at Chicago to
determine what action should be tak-
en to bring about a needed reform.
Resolutions calling upon Congress to
take such steps as will secure protec-
tion were unanimously passed and a
committee appointed to go to Wash-
ington to have them presented to the '
proper body.
It seems that Gov. Fishbnck has
started out rather briskly in the par
doning business to say the least of
it. He has turned louse a number of
criminals. Among those pardonedl
are John Thompson convicted of
grand larceny in Logan county and
Dr. W. 1). Jones convicted of man-
slaughter in Mississippi county. We
believe that the eases in which the
pardoning power should be exercised
are rare. The failure to enforce the
law and the abrogation thereof is
tha cause of lynch law.
The joint committee of the two
houses of the Arkansas Legislature
has done well in reporting a bill
which among other things repeals
the convict lease system and places
the penitentiary under the control of
a board of State officers with the
Governor at their head. If the labor
of convicts is to be let to private con-
tractors it is vastly belter that the
work be done inside the walls under
State supervision than that they
should be placed wholly in the power
oi irresponsible taskmasters.
