civil service secretary, said today.
Because of many factors, such
as reduced allocation of funds, de- *

that as the federal government

many town classifications, which
affect workers' wage scales. Classi
fications are based on the number
of telephone stations in service,
Landrum explained. The union
wants the number reduced from
13 to 5. ,
The directors met with D. L Mr-
Cowen of St. Louis, president of
the union, who directed contract
negotiations with Southwestern
Bell at St Louis headquarters from
Jan. 16-24. ____-
McCowen advised the board
of a meeting scheduled Feb.
18 in Memphis of the presi-
dents of all union affiliates of
the National Federation of
Telephone Workers, which
Landrum predicted may be fol-
lowed by some work stoppages.
At the session union presidents
will check to see if Bell systems
are meeting the national wage pat-
tern laid down by the NFTW for
its workers.
"If it is found they are not,
and negotiations have failed,
there may be some work stop-
pages." I.andrum said.
The NFTW averted a nationwide
telephone workers' strike Jan. 13
when it assumed collective bargain-
ing rights for striking Western
Electric employes at Kearney, N.
J., and ordered telephone workers
over the nation not to go out on
sympathy strike with the Kearney
union. At the same time the NFTW
served 30 day strike notice with the
government.
The Abilene locals 3023 and 3356
on Jan 11 voted unanimously to
strike, and left the time to a com-
mittee of officers. The NFTW’s ac-
tion on two days later voided the
Abilene vote.
