CHUNGKING, March 6—(A) —
The Chinese government has been
pressing for withdrawal of Rus-
sian troops in Manchuria but Sov-
iet authorities intimated their de-
lay was “due to certain difficulties
which they didn t specify." Liu

Inability of the Chinese govern-
ment to restore Chinese sovereign-
ty in Manchuria was due in gen-
eral to the failure of Russian fore-
es to withdraw from that vast ter
ritory, particularly from Chang
chun, the capital, and Mukden.
Inability of the Chinese to as-
sume control of civil administra-
tion of Dairen, as provided in the
Sino-Soviet treaty, was connected
with "the general question of Man-
churia.” The treaty declared Dai-
ren an open port.
Among the questions Liu avoid-
ed answering were these:

tioned at Chengtu a big bomber
base in China, and later at Kun-
ming: He has signed’ up for an
other year’s service.
