Bill Considered le Exempt 6 Million People
In Low-Income Bracket From Federal Tax
WASHINGTON, Nov 24 —-
A movement of undetermined
strength is afoot on Capitol Hill to
write into the next tax-cutting bill
a"provisioh which would remove
about 6.000,000 (million) low-in-
come persons from the tax rolls.
Chairman Knutson (R-Minn) of
the House Ways and Means com-
mittee said the new $4,000,000,000
(billion) tax-slashing measure he
will introduce in mid-December

Knutson said his new measure
will embody percentage cuts for all
the 48,500,000 taxpayers, as did the
two previous bills President Tru-
man killed with vetoes earlier this
year.
However, the Minnesotan plans
to add a provision for nationwide
application of the community pro-
perty principle. This, allowing hus-
bands and wives to divide the fam-
ily income equally for tax report-
ing purposes, now is permitted in
13 states by local law. It results
in lower taxes for many people.
Some Republicans, as well as
several Democrats, are reported to
favor raising the personal exemp-
tion from $500 to $600. This would
take 6,000,000 persons off the tax

Moreover, it would mean smaller
tax reductions for higher income
persons, if the overall tax cut is
to be kept within $4,000,000,000.
Knutson said he wants to give
everybody a cut without dropping
any large number of taxpayers.
Mr. Truman, in his veto mes-
sages. contended that the percent-
age cut method gives too much to
persons with big incomes and too
little to those with small incomes.
Knutson has disputed this.
Rep. Forang (D-RD), a Ways and
Means member, told reporters "If
we are going to have tax reduc-
tion, the fairest way would be to
increase the personal exemption. It
gives all taxpayers the same
break." He added:
"High prices already have forced
automatic rationing of the neces-
sities of life for the low income
people. They are the ones who
need tax relief most."
Rep. Engel (R-Mich) led a drive
earlier this year to- substitute a
$1,000 personal exemption for the
Knutson tax cutting proposal. His
plan was defeated, however, when
opponents said It would end income
tax paying for 20,000,000 people.
While Knutson will offer his new
bill in mid-December, no action is
expected before the regular session
opens in January.

Found Dead
WARSAW, Nov. 24-0- Dr. Jos-
ef Batorowicz, S1 leftwing editor
of the newspaper Gazeta Ludowa,
and four members of his family
were found dead Sunday at their
home in suburban Wlochy. Inves-
tigators said they suspected pois-
oning.
Batorowicz’s paper formerly was
controlled by the Polish Peasant
Party headed by Stanislaw Miko-
lajczyk. Mikolajczyk and several
colleagues recently fled from Po-
land to England.
Archbishop Dies
OMAHA, Neb., Nov. 24—IP—The
Most Rev. James Hugh Ryan, arch-
bishop of Omaha, died Sunday. He
was 60 years old.
