WASHINGTON. Dec 24. -Ma-
jor changes in the GI Bill of Rights
on education are shaping up in the
special congressional committee of
which Rep. Olin Teague of Bryan
is chairman.
The committee has spent the
past 12 months investigating cor-
ruption in handling of money for
education of veterans. They found
skullduggery on the part of some
of the schools, the Veterans Ad-
ministration employes, and some
of the veterans themselves.
“We feel the only way to take
the crookedness out of the GI bill
is to make the veteran himself
contribute something to his educa-
tion." Teague said.
Just how to change the bill and
still give the Korean veteran the
privileges swarded to World War
II veterans is the problem. Sever-
al suggestions are being circulat-
ed among the Bureau of the Bud-
get. the VA and the Treasury De-
partment by Teague’s committee.
Early in the new year, Teague
expects to bring forth some
changes in the bill which he hopes
Congress will adopt and which, he
also hopes, will lessen the oppor-
tunity for taking advantage of Un-
cle Sam.

PARIS,'Dec. 24. (—When dele-
gatus to the United Nations Social
Committee get bored with the de-
bate, they have a beautiful alter-
native.
Instead of listening, they can just
gaze at their presiding officer.
Their president is Mrs. Ana Fig-
ueroa of Chile, first woman to head
a U. N. committee. The U. N. takes
itself much too seriously to spon-
sor s beauty contest for delegates,
but Mrs. Figueroa could win it on
the first vote — without a Russian
veto.
Mrs. Figueroa runs her 60-mem-
ber committee — each of the mem-
bers of the General Assembly is
represented there — with a gloved
hand and a smile. She speaks in a
crisp, musical Spanish, sometimes
gesturing with a hand holding a
cigarette in a black and gold hold-
EXCELS IN ENGLISH
Her Enlish is excellent and when
the speaker in the debate is using
English she does not listen to the
translation. For other languages
she holds en earphone to her ear
to catch the translation.
This practice of holding up an
earphone keeps the regular head-
set from spoiling her tightly
combed upswept bob coiffure. Mrs.
Figueroa makes no attempt to hide
her 43 years snd the grey that
laces her hair is unashsmed and
untinted.
She musters s pleasant smile and
a soft voice even when she has to
call one of the speskers to order,
or to tske a mild reproof from a
delegate.
‘I beg of you to stick to the
subject of debate,” she says in
trying to bold delegates to the
work at hand.
During one debate, Mrs. Figue-
roa called for a ballot and read out
the numbar of the document involv-
ed along with the start and finish
of the paragraphs in question.
RUSSIAN TROUBLE
Alexei Pavlov, black - bearded
Russian delegate, had a little troub-
le finding the document and asked
for the floor.
“I would ask you to read the
complete text, madame chairman."
Pavlov said, “I know from long
experience in international organi-
sations and committees that this is
necessary. Please read t. fully and
read it slowly.”
Mrs. Figueroa meekly read the
complete text, while Pavlov got
himself organised. She read it
slowly, too.
“Madame chairman” explains
that in her new job she feels she
must rise above her personal self.
"In my personal feelings. I'm
very much anti-Communist," she
explains. “But as president of a
committee in an international or-
ganisation, I must be completely
impartial. I try very hard to do
that.'
SHE TAUGHT ENGLISH
When Mrs. Figueroa was 18 she
was teaching English and philos-
ohy to help support her family.
"Really I started to work be-
cause I liked pretty ha's and nice
dresses,” she says modestly. “But
I did help to support the family
too.”
Th* love for clothes and jewelry
has never deserted her. For her
appearances in the U. N. she usual- 1
ly chooses trim dark suits, smartly
cut and obviously expensively
made. Her jewelry tends toward
simplicity. She often wears pearl
earring* a pearl necklace, and
has f dely worked golden leaves
pinned in the lapels of her suit
Her name and work came to the
attention of the United States am-
bassador to Chile who recom-
mended her for two years of study
snd travel in the United States.
She spent a year at Columbia Uni-
versity and ten months inspecting
school systems from coast to coast.
Before her return to Chile she
was named national superintendent
of high schools. She quit after a
year and a half but she became
well known in Santiago and her
field for action broadened.
FEMINIST MOVEMENT
She moved then into feminist
movements which helped push
through legislative reforms giving
women more civil, economic and
social equality. It was an easy step
into the international field and she
now holds the rank of envoy ex-
traordinary and minister plenipo-
tentiary. In addition to her work |
in the U. N. General Assembly,
she represents her country on sev-
eral of the U. N. specialized agen-
cies and the Women’s Inter-Amer-
ican Committee.
Mrs. Figueroa keeps herself in
shape for her strenuous work week
by "going to bed and sleeping from
Saturday noon to Monday morn-
ing" Her social life is relatively
light. She is divorced, which she
explains by saying “marriage is
a terribly complicated thing.”
In New York's Bronx Zoo, a herd
of giant Galapagos tortoises sleeps,
eats and travels in cliques accord-
ing to some mysterious social rank
ing.

It Costly to Culprit
WARWICK, R. L., Dec. 2. W-
The long arm of the law happened
to be exactly as lang as Police Cap-
tain Sam Henderson’s memory
When he read that a man had
been charged in nearby Providence
with driving off with two tons of
the city’s coal, Henderson’s mem-
ory guided his hand to a dusty war-
rant which had laid in Ms desk for
10 years
Result: the culprit paid an old $5
drunkenness fine, plus $4.80 costa
plus $2.60 for extra paper wort by
the jailer, who collected the old
fine in Kent County jail.
