Hope to Keep Controls Power
WASHINGTON — House Demo-1 Rep. Spence (D-Ky), senior Dem-

for success were dim.
The House called up for action
what is left of the Defense Produc-
tion Act: a bill to renew for a
year beyond June 30 government
authority to allocate critically
scarce defense materials, and to
continue some financial aids for
expansion of defense production.
That's about all that is left of
the vast economic controls program
launched shortly after the Korean
War started. President Eisenhower
scrapped price and wave controls
shortly after taking office.
Republicans in the House Bank-
ing Committee killed. 15-13, a

Figures Don't Lie;
Theirs Need Help
PHILADELPHIA un — Figures
don’t lie, so directors of the Na
tional Dairy Council are going to
use their own to tsy to prove that
dairy products aren't fattening.
They’re all weighed in to start
a 90-day diet calling for daily rec-
ommended amounts of food nu-
trients. The diet includes:
Plenty of milk, at least a half
pint per meal; meat, cheese, but-
ter. fish, poultry, ice cream,
fruits and vegetables.
floor.
The House committee wrote into
the bill a controversial section to
extend the authority of the secre-
tary of agriculture to clamp strict
quotas of imports of fats and oils,
including dairy products, when
they begin to hurt American pro-
ducers by cheaper competition.
The bill as passed by the Senate
did not contain this section. But the
Senate bill included a section which
would authorize a 90-day freeze on
the economy, but only after a con-
gressional declaration of war or a
congressional resolution okaying
the freeze.
The House Banking Committee
struck it from the bill.
Chairman Wolcott (R-Mich) has
argued that Congress could enact
controls quickly if needed. He says
the mere existence of standby con-
trols on the statute books would be
a sword hanging over the head of
business.
