Demos Plan Fight but Don't
Hope to Keep Controls Power
Rep. Spence (D-Ky), senior Dem-
ocrat on the committee, said in an
interview that the economy will be
in "turmoil” in any future war
emergency without standby control
WASHINGTON (—House Demo-
crate planned a last-ditch fight to-
day to try to give President Elaen-
hower power to freeze prices,
wages and rents in a future emer-
gency, but they conceded prospects
for success were dim.
The House celled up for action
what is left of the Defense Produc-
tion Act: s bill to renew for a
year beyond June 30 government
authority to allocate critically
scarce defense materials, and to
continue some financial aids for
expansion of defense production.
That’s about all that is left of
the vast economic controls program
launched shortly after the Korean
War started. President Elsenhower
scrapped price and wage controls
shortly after taking office.
Republicans in the House Bank-
ing Committee killed, 15-13, a
Democratic move for standby con-
trol powers. GOP leaders were con-
fident they could beat the proposal
by an even larger margin on the
floor.
The House committee wrote into
the bill a controversial section to
extend the authority of the secre-
tary of agriculture to clamp strict
quotas of imports of fate and oils,
including dairy products, when
they begin to hurt American pro-
ducers by cheaper competition.
The bill as passed by the Senate
did not contain this section. But the
Senate bill included a section which
would authorize a 90-day freeze on
the economy, but only after a con-
gressional declaration of war or a
congressional resolution okaying
the freexe.
The House Banking Committee
struck it from the bill.
Chairman Wolcott (R-Mich) has
argued that Congress could enact
controls quickly if needed. He says
the mere existence of standby con-
trols on the statute books would be
a sword hanging over the head of
business.

Bookmakers Son
Learn Their Lesson
NEW YORK (n—Rocco Gianar-
iano and his son Richard have
learned It doesn't always pay to
trifle with the so-called weaker
sex.
Two policewomen — Ann Gil-
christ. 27, and Joan Hocter, 29 —
seised the father yesterday at bis
Manhattan home to a bookmaking
inquiry. The 170-pound son went
to the aid of the 200-pound father.
The women officers wrestled and
hauled the father and son to the
sidewalk outside the home. Then
the 115-pound Miss Gilchrist left to
summon aid. She returned with
said. “But if we are going to have
a Defense Production Act, it ought------—
to meet the needs of the people,” six male officers to find the 145-
pound Miss Hocter firmly gripping
her two prisoners.
Rocco Gianariano, 45, was held
on a bookmaking charge, hie 25-
year-old son on an assault count.
