Absentee Control Threat
To Texas, Shivers Says
NEW ORLEANS Al—Gov Allan
Shivers of Texas said the South
today was threatened by "absentee
political control"
"The time has come when the
South must be admitted to full
partnership in the making of na-
tional policy,” the 47-year-old gov-
ernor said list night at a testi-
monial dinner in honor of Gov
Robert Kennon of Louisiana.
The two Southern Democrats

Eisenhower for the presidency.
The 1.150 persons who paid $10
a plate gave their greatest ap-
plause when Shivers said:
"For many years the curse of
the South was the absentee own-
ership* of our resources and the
control of opportunity by the mo-
nopolies. the combines and the
syndicates of other sections.
‘Greater Evil
“Today, the evils of that era
have, largely, been allayed, but
now a greater evil threatens—the
evil of 'absentee political control ”
Shivers said that forces which
would reduce the standards of
American freedom by vesting all
power in the central government
had made the South the scapegoat
for their schemes
“The time has come when the
South must be admitted to full
partnership in the making of na-
tional policy,” Shivers said.
"For too Ing. we have been
denied our rightful recognition in
the high councils of this nation.
For too long, we have been handed
the baubles of meaningless politi-
cal patronage and denied the jew-
els of honorable and equal par-
ticipation in policy decision...This
cannot continue ”
Speaks Fer AU
Shivers said he was speaking of
both major parties-"the South
has been too long ignored by one,
too quickly frgotten by the other.”
The Texas governor said the is-
sue of state’s rights was too great
I for the fight to be the fight of
one region alone and called on
the entire nation “to join with us.
s« that together we may make
this land of ours strong ta meet
the challenges now facing us."
Kennon responded briefly to
tributes paid to him at the dinner
and said he concurred on the
theme of Shivers’ speech.
“The South is destined to be the
leading factor, financially, indus-
trially, culturally and in many
other ways” in the procress of
the nation, Kennon said.

Bridges Hits
Waiting Policy
MANCHESTER, N.H. —Sen.
Bridges (R-NH) has called for a
return to the days of the rattle-
snake Flag so the Communist will
be “afraid to take any action
which may possibly call for
strong measures on our part.”
The president pro tempore of the
Senate told a civil defense session
at St. Anselm College last night
he is “tired of being afraid of
the Russians" and “it is about
time the Russians started to be
afraid of us.”
“I truly believe that the only
hope of peace is for us to return
to the principles which made this
nation great: to cease appease-
ment. to cease compromise on
fundamental principles," he said.
Bridges noted that the first flag
of the republic was a coiled rat-
tlesnake with a motto “Don’t Tread
on Me” and said that ’in my opin-
ion. that is the attitude we better
adopt in the world today."
The New Hampshire senior sen-
ator said his statement "is going
to be misinterpreted by the phony
intellectuals" but added he could
could not “completely Subscribe to
the retaliation theory ”
“I have tried to find out why
we are automatically supposed to
allow our enemy to attack first.”
he declared this business of
’After you my dear Alfonse,” if
it is going to cost 20 million Amer-
ican lives. Very frankly is dis-
tasteful to me.”
