LEVAN, Utah —George Floyd
Hanna of Provo hit a slick spot
an the road Tuesday, as he drove
along U.S. Highway 91.
His car flipped completely over
and landed on its wheels. Inspect-
ing the damage, Hanna, 32, count-
ed himself lucky. All he could find
'was a broken radiator hose
So Hanna pulled the car off the
road and hiked the mile-and-a-half
into Levan for a new hose.
While he was gone, 57-year-old
R. M. Allred of Utah's Emery
County hit the same slick spot and
smashed into Hanna's parked car.
When Hanna returned with his
new radiator hose, he learned it
would take a little more to make
his car run again.

AUSTIN in—Insurance failures
of the past two years have pro-
voked sentiment among legislators
to "do something about it.”
That's about the only point on
which there seems to be general
agreement among representatives
and senators when they talk about
the Texas insurance situation.

An Associated "Press survey
shows they consider insurance the
third most important issue con-
fronting them, listing only finances
and water ahead of it.
How to strengthen regulation of
the state's second largest industry
brings almost as many suggestions
as there are lawmakers.
Fourteen of 16 insurance failures
since 1952 have been in the fire
and-or casualty field. One was a
burial association. The other was
a small life insurance' firm whose
failure caused no loss to policy-
holders.

This has concentrated attention
on closer regulation of fire and
casualty companies, but many leg-
islators say there also should be
• crackdown on sale of life in-
surance stock. Such sales ars not
now subject to ststo regulation.
From Dallas, which claims to
be the insurance capitol of the
nation, Rep. Barefoot Sanders sug-
gested that "issuance and sale of
insurance securities should be put
under the jurisdiction of the se-
curities commission of the office
of the Secretary of state.”
In Beaumont, where failure of
Texas Mutual Insurance Co.
brought charges of lax enforce-
ment of state laws and led to three
indictments, Rep. W.C. Ross Sr.,
said the No. 3 issue of the session
starting Jan. 11 will be “revision
of insurance laws-a definite man-
date."
Opinion From Waco
In Waco, originating point of a
large loan that helped a now de-
funct company to get into business,
Rep. Tom Joseph said:
"An insurance company should
not be formed on a shoe string.
If they are to hold themselves out
to insure others, they should be
properly capitalised.”
Joseph said he, will sponsor a
bill to require a minimum of half
a million dollars capital for orga-
nisation of any insurance company.

to selling of insurance stock to
protect the citizens of Texas."
Emphasized Belief
He emphasised a belief—shared
by many other legislators—that
most Texas insurance firms are
good, and most "are as good and
strong ae any company of any
state."
Rep. Joe Winfree of Houston,
where three insurance companies
have failed this year, said the in-
surance issue is second only to
that of state spending in impor-
tance. ,
"Remedy the insurance dis-
grace," he said without explaining
how to do it.
Tightening of Laws
Sen. Kilmer Corbin of Lubbock
said it is the administration of
insurance laws that needs tighten-
ing.
"The insurance laws are ade-
quate if enforced,” Corbin assert-
ed
Sen. Carlos Ashely of Llano call-
ed for new laws "to protect the
policy holders," but warned that
such legislation should not help
big, companies eliminate the small-
er ones.
“Site is not necessarily a mea-
sure of merit. I anticipate that
the much publicized (insurance)
situation will encourage the 'big
uns' to eat up the 'little uns.’ ”
