Including Boerne’s own Cibolo Conservancy,
Texas has 39 existing land trusts, more than
double its 1990 total, protecting 995,112 acres
of Texas land.
“Land trusts are caretakers of legacies,” said
Shirley Wills, information officer for the Texas
Land Trust Council (TLTC), a support organi-
zation for Texas land trusts. “They enable
landowners to preserve their property as they
wish and guarantee that their wishes will be
legally adhered to in perpetuity.”
Land trusts, which operate locally, regionally,
and nationally, are non-profit organizations that
can purchase land, accept land donations or se-
cure conservation easements to preserve land
with productive, natural, recreational, scenic, or
historic importance.
“In other words, property owners have the
right to destroy a piece of property, and they
also have the right to preserve a piece of prop-
erty,” Brent Evans, executive director of the Ci-
bolo Conservancy, said. “And the point is most
property owners don’t realize the second op-
tion.”
“They really have certain rights to ensure that
that property may be used for certain purposes
and not for others,” he said.
During the 1990s, Texas led the nation in de-
veloping rural land into commercial activities,

converting about 283 square miles
into developed land each year, Wills
said.
“Today we have close to 21 mil-
lion people,” Colleen Hook, board
president of TLTC, said, “In 25
years the population is expected to
grow by 50 percent to over 30 mil-
lion people.”
“Our open spaces are under
tremendous stress that is only going
to multiply,” she said.
Heirs to large amounts of land,
