WASHINGTON, Jan. 3 (—Texas
members of Congress lost no time
to getting into the whirl of activi-
ties marking the opening today of
the Republican-controlled 83rd Con-
gress.
In both the Senate and House
Texans were busy, notwithstand-
ing the fact the solidly Democratic
delegation Of 22 representatives
and two senators stepped down to
the rank of minority party mem-
bers.
Sen Lyndon B. Johnson, now
the state's senior senator at 44
beca he the youngest man on rec-
ord to serve as Senate Democratic
floor leader. He sat across the
aisle from Ohio’s Senator Robert
A. Taft, the majority leader, and
help move that body through a
swift opening session.
In the House Bonham’s Congress
man Sam Rayburn, 71 on Jan. 6,
made a brief but stirring speech in
turning over the speakership to
Rep. Joe Martin (R-Mass.) He
lauded the New Englander and
surrendered his gavel with a smil-
ing observatin i that the switch-
over in power should be tempo-
rary.
Shortly after the Senate session
opened Texas' new junior senator
Price Daniel escorted by Johnson,
stepped into the well of the cham-
ber to take the oath of office be-
fore Vice President Alben Bark-
ley. Up in the packed galleries
his wife watched the proceedings.
Over in the House the entire
membership took the oath of of-
fice collectively.
Those taking the oath adminis-
tered by Speaker Martin, who had
received his moments before in an
individual ceremony, included four
new members from Texas
The newcomers are Representa-
tive-at-large Martin Dies of Luf-
kin, who left the Houae eight years
ago after several terms as renre-
sentative from Texas’ Second Dis-
trict; John Dowdy of Athens, who
had seniority over other freshmen
members because he was elected
several weeks ago at a special
election to fill out the unexpired
term of former Rep Tom Pickett
of Palestine: Brady Gentry of Ty-
ler and Jack Brooks of Beaumont.
Among those in the crowded
House galleries was Mrs. Grace
Brooks, mother of the new 30-year-
old bachelor Texas congressman.
She came up from Beaumont to
witness the opening session.
As soon as business got under
way hundreds of bills were intro-
duced, Texas members accounting
for scores of them dealing with
numerous subjects.
Among the numerous bills deal-
ing with the tidelands introduced
on the opening day were those by
Rep Olin Teague of the Bryan-
Corsicana District He Introduced
two separate bills on the subject.
One was similar to the Walter
bill of the last Congress, to give
the states clear title to the oU-
bearing submerged coastal lands
out for a distance of three miles
from shore (10% miles In the case
of Texas), plus 37% per cent of
revenues from oil and gas develop
ments in the continental shelf out
beyond the states' seaward boun-
daries.
The other measure reaffirms
Texas claims as set forth la the
joint resolution by which Texas
joined the union, providing among
other things for Texas title to the
submerged lands out from shore
for three leagues or 10% miles,
and also providing that Toxas
could divide itself into five states
if she wanted to take such action.
Rep Wingate Lucas of Fort
Worth and Grapevine Introduced a
bill to repeal the provisions of the
defense production act providing
for price and wage controls and
for settlement of labor disputes.
Waco's Congressman W. R.
(Rob) Poage reintroduced his bill
of last session providing for an
upstream flood control program to
be administered by the agriculture
department.
It would enable states, counties
and districts to construct small
dams and reservoirs in the upper
watershed of rivers to check soil
erosion and hold back the runoff
in the areas where the heavy rainss
occur.
Legislation to increase <»»—---■
income tax exemptions from $600
to $1,000 and to increase lue
emption for dependents from $600
to $750 was introduced by Rep.
Walter Rogers of Pampa.
Col. Galloway Takes
Command of WACs
WASHINGTON, Jan. 3 un—Col.
Irene Galloway, 44, with 18 years’
service in the Army, today took
formal charge of the Army’s 11,-
000 WACS.
Maj. Gen. William E. Bergin,
the Army's adjutant general
swore to Col. Galloway aa the
fourth director of the Women’s
Army Corps. She succeeded Col
Mary A. Hallaren of Lowell, Mass.
Secretary of the Army Frank
Pace pinned the silver eagles of
a full colonel on the shoulders of
the new commanding officer of
army women. Her home is in Car-
roll County. In.

ine Virginia Forester, 34, of La.-
Rue, Henderson County, was fatal-
ly burned yesterday when fire de-
stroyed her home. She was alone
when the fire broke out.
Funeral services were scheduled

Plum, in a seven-count Indict-
ment returned to Houston, to
charged with receiving, with Intent
to defraud, $3,412 from tenants of
a housing project and 81800 in sal-
ary overpayments from the Hous-
tog Authority.
William R. Eckhardt, chief aa-
sistant federal district attorney,
and Percy Foreman, defense at-
torney, said in Houston today they
believe the trial will last no longer
than two or three days.

WASHINGTON, Jan. 3 ill-All
was confusion on Capitol Hill to-
day. For the 83rd Congress opened,
and the average observer, who
couldn’t tell the congressmen with-
cut a program, didn’t have any.
It was especially difficult in the
House, where 81 eager faces were
on display collectively for the first
time.
A favored lew (newspaper men,
photographers, congressmen) had
a little pocket beck, with pictures
of congressmen to R. It wasn't the
answer. Try to pick out a face
from a book with 500 faces, you’ll
get the idea.
Other than the difficulty in identi-
fleation, everything went smoothly
as the Republican team took ever
in both houses.
There were such interesting side-
lights as (A) famous visitors to the
Senate. (Bl an official verification
that the Republicans won the elee-
tion, and (C) the good news that
the U. S. Senate is operating under
the Constitution.
The famous Senate visitors were
Mrs. Boss Truman, whose husband
has had a job on Pennsylvania
Avenue for the past seven years,
and Mr Richard Nixon.
Mr. Nixon formerly was Sen.
Nixon and soon will be Vice-Presi-
dent Nixon. Right now he’s a pri-
vate citizen, but he still attracted
considerable attention when he
dropped in on bto eld senatorial
pals. And oven though Mrs. T.
soon will be leaving the White
House, she was carefully pointed
out in her front row seat to the
gallery.
The House went through the for-
mality of deciding, in effect, wheth-
er the Republicans or the Demo-
crate won the most House seats to
November. The side which won the
moot, see, would set to name the
new House speaker.
Well, the votes were pains,
takingly counted, and to the sur-
prise of nobody, Rep. JosephW.
Martin Jr. of Massachusetts; a Re-
publican. was the winner.
The Senate did this part of the
Job much more simply.
Sen. Robert A. Taft of Ohio pro-
nosed that Sen. Styles Bridges of
New Hampshire be president pro
tempore of the Senate. Speaking
for the Democrats, Sen. Lyndon
Johnson of Texas suggested that
the name of Sen. Walter George of
Georgia be substituted for Bridges’.
The Democrats yelled yes and
the Republicans no when it was put
to a vote.
“In the opinion of the ehair,”
said Vice President Barkley, “the
noes have it—by a narrow mar-
gin.”
The good news that the Senate
to operating under the Constitution
came during a discussion of a pro-
posed rules change.
This dialogue took piece:
Sen. Russell of Georgia: ‘What
rules are we operating under
now”
Sen. Anderson of New Mexico:
“Are we not operating under the
Constitution?”
Russell: “I think we are. and
hope we continue to do so.”
Not only were things done con-
stitutionally today: they also were
done on a more loving note than
usual.
"1 love this house,” said Speaker
Martin.
And in the Senate, Barkley gal-
laptiv kissed the Republican hand
of Sen. Margaret Smith of Maine.
Body Found Floating
In Bay at Corpus
CORPUS CHRISTI. Jan, B —
The body of a man tentatively
identified as Virgil Clifford Lock-
wood. 49, was found floating in
Corpus Christi Bay today.
Justice of the Peace Patrick J.
Dunne said death apparently was
due to accidental droning. He
said the body had been to the
water since late last eight.
Lockwood had been living here
since March. He came to Corpus
Christi from Kentucky, but his
home ton to not known.
Brotherhood Officer
To Speak at H-SU
: Hardin - Simmons University’s
Ministerial Council will hear H. C.
Sivells, Texas Baptist Associate
Brotherhood secretary, at the group
weekly meeting Thursday. The ser-
vice will be held la Behrens Cha-
ped at 7:30 p.m.
Sivells will speak on brotherhood
work. Program Chairman Bill
Rhymes said the program is open
to men from neighboring churches.
Next week the Ministerial Coun-
ell will bold its installation ban-
quet for next semester's officers.
Arnold Asburne. Stanton will re-
place Dorman Kinard of Big Spring
as president. Oren Teel, Abilene,
will replace Rhymes as program
vice president.
Doris Sivells, daughter of Thurs-
day’s speaker, to a sophomore at
H-SU.
