Garcia Keeps Pot Boiling
In Fight on Coffee Prices

WASHINGTON, Feb. 3 W—Carlos
Garcia kept right on today with
his one-man war on the high price
of coffee, even under the threat of
a $300 fine.
Garcia runs a small food store a
couple of miles from the White
House. He specializes in imported
foods.
When the price of coffee went
up, Garcia decided something
should be done. So he hand-lettered
two small signs and put them in
his store window.
“Coffee (delivery protection by
Brink’s),” one read. “Easy pay-
ment plan insured by the Republi-
can administration (federal ware-
houses at Ft. Knox.)"
The other said:
“We will trade your ear for one
pound of coffee if you will trade
the present administration for some
thing better.”
Garcia says he thought the signs
were only a joke, but he had
started a reaction that was to
reach to the top of Washington’s
city government.
For District of Columbia regula-
tions prohibit signs in windows un-
less they advertise the place of
business. Only exceptions: Two
small signs may be put in if they
advertise something “of interest to
the community.”
Clark King, assistant corpora-
tion counsel, said anyone who is
warned and fails to comply with
the regulation can be fined $300.
When Garcia heard this, he went
into action again. Today he placed
in his window one of those appeals
for money to fight polio. And to
it he attached anther hand-let

HASKELL, Feb. 3. (RNS) — A
meeting to discuss what crops will
be suitable for Haskell Coun-
ty farmers to plant this year will
be held in this city Friday, County
Agent F. W. Martin has announc-
ed.
The meeting will be held in the
district court room beginning at
7:30 p.m.
The meeting is of particular im-
portance to farmers, Martin said,
due to the fact that suitable crops
will be needed on land normally
planted to cotton, in view of the
reduced cotton acreage that will
result under the 1954 farm pro-
gram.
Robert Parker of Paris, techni-
cian with the Texas Sesame Grow-
ers Association, will be present to
discuss the planting of Sesame.
This is an oil crop and was grown
in Texas the past year. Income
from the crop averaged $67 per
acre in Lamar County, Martin
said.
The value of Guar as a soil
building crop will also be discuss-
ed at the meeting here. Guar has
promise as a soil builder and as
a cash crop also, farm experts
point out.
Fertilizers and their use will be
discussed by local farmers
used them last year.
Better cotton varieties will also
be discussed. Martin said.

cattle judging ends tomorrow at
the Southwestern Exposition.
Winners today included:
Grand champion Aberdeen An-
gus bull was Prince 105 of Saf,
owned jointly by the Simon Angus
Farms of Madison, Kan., and Hays
Ranch of Kerrville. The reserve
champion was Black Knight 95th
of A. V. owned by Angus Valley
Farms of Tulsa.
Among the Angus females, A. V.
Elmaretta, a 2 - year-old Heifer
shown by Angus Valley Farms of
Tulsa, was named grand cham-
pion. The reserve champion was
Elba 9th of Shadow Isle, shown by
Mecom Angus Ranch of Weston,
Colo.
M. Zato Heiress 30th was the
grand champion Hereford female.
She is owned by Mr. and Mrs. Foy
Herschede of Hereford, Ariz. The
reserve champion was Bhf June
Mixer 49th, owned by Mr. and Mrs.

Garcia said his only object was
to attract attention to the high
price of coffee, and, in that, he
says, he has succeeded beyond his
dreams.
“People keep calling me all the
time,” he said. “telling me not
to back down. Well, the signs stay
until I get notice—in writing.”
So far, only one heckler has
called Garcia. “He called up and
said if I didn’t like it here, why
didn’t I go back to Italy?"
Garcia laughed and laughed at
that one. For he didn’t come from
Italy at all, but from Paraguay,
in 1929. He’s been a citizen for
years.
Yesterday a city commissioner
drove by to look at the signs,
Garcia said, and today, while he
was talking, a couple of building
inspectors drove up.
“Oh, oh,” Garcia said. “Here
they come.”
The inspectors stayed outside,
taking notes. A cop, obviously an
old friend of Garcia’s, came ,
“Hello, brother,” said the cop.
“They thrown you in jail yet?"
The inspectors came in and
asked how big the signs were.
Garcia said he didn’t know but
he’d get a ruler. “Thirteen and a
half inches across,” Garcia said,
when he’d measured one.
“Now this is really getting fun-
ny,” said the cop.
The inspectors took a few more
notes, shook hands all around, and
left.
“Nice guys," Garcia said. "Prob-
ably both coffee drinkers."
He straightened the signs, and
went to wait on a customer.
