Dulles Meets Stiff Opposition
In Urging Membership in OTC
WASHINGTON, March 1 (n -
Secretary of State Dulles ran into
rough weather when he appeared
before a House committee today
to urge American membership in
the Organization for Trade Coop-
eration.
His statement that the United
States needs a seat in the interna-
tional agency to execute this na-
tion’s foreign economic policies
was greeted with a shower of criti-
cal questions.
Rep. Mason (R-IID told Dulles
flatly he was opposed to the OTC.
He said he had voted against re-
ciprocal trade programs since 1937
"and I don’t want to implement
reciprocal trade agreements now."
The State Department chief had
told the House Ways and Means
Committee that congressional re-
fusal to ratify American member
ship in the OTC would have a
"grave" effect on our internation-
al relations.
He argued that OTC is intended
to be only an administrative agen-
cy of 35 nations to police interna-
tional trade and tariff agreements.
It would provide the machinery for
operation of the trade pacts
Agreement on Tariffs and Trade.
Secretary of Agriculture Benson
and Secretary of the Interior Mo-
Kay also appeared before the leg-
islators to back the administration
proposal.

Rep. Byrnes (R-Wis) said that
since Congress “has consistently
refused to approve GATT, I don’t
see how we can approve imple-
menting it" with OTC.
Dulles spoke of a shift in cold
war policy which has moved eco-
nomic problems up front. He told
the committee the significance of
OTC membership is “very great"
in relation to recent Soviet moves
to extend economic help to other
nations.
The senior GOP member of the
committee, Rep. Reed of New
York, told Dulles it was difficult
for him “to oppose you," but that
the increasing flow of foreign
goods into this country in recent
years is “a little disturbing."
Reed said the secretary had not
explained why “hundreds of dif-
ferent industries” are opposed to
OTC.
Dulles assured Reed he was not
a “free trader," and he said he
could not see why industry should
oppose the OTC program. He said
he could understand, however,
why those who want higher tariff
barriers would want the present
system to break down and “the
whole reciprocal trade system col-
lapse."
But he said those wanting maxi-
mum benefits from increased in-
ternational trade would be for it.

Mamas, papas and children ap-
peared on the South Ward P-TA
Founders’ Day program Tuesday
afternoon at the school.
Mrs. M. W. Herwick of Ranger,
president of Eastland County Coun-
cil of Parents and Teachers, was
the guest speaker.
The fourth grade children pre-
sented the program. Mrs. D. E.
Frazer, fourth grade teacher, in-
troduced the following numbers:
Georgia Bess Faircloth, who play-
ed the piano and the harmonica
accompaniments for two numbers
sung by her mother, Mrs. S. S.
Faircloth; Jimmy Wright and his
father, James Wright, who played
duets on their guitars; Patricia
Liles and her mother, Mrs. Artie
Liles, who presented a skit; Floyd
Robertson who performed magic
feats, assisted by his mother, Mrs.
Floyd F. Robertson; Kathleen Tur-
ner and her mother, Mrs. Roy M.
Turner, who gave a skit; Marcia
Smith, who played her violin, ac-
companied at the piano by her fa-
ther, the Rev. Richard R. Smith
III; Sharon Day and her mother,
Mrs. Milton Day, who presented
a puppet show.
Fourth grade mothers were host-
esses and served coffee and cook-
ies. Mrs. J. C. Whittington, presi-
dent, presided at the business ses-
sion and Mrs. Ed Sargent, vice
president and program chairman,
introduced the speaker, Mrs. Her-
wick.
