Ike to Send No GIs to War
Without Okay in Congress
WASHINGTON, April 4 u — | farm policy. He said he won't in-

This was a restatement of an
. old position for the President, as
was his word that in some in-
stances American troops might
have to act in self-defense without
advance congressional approval.
But it stood out at his news con-
ference because of the emphasis
he put into it and his obvious exas-
peration that anyone would even
ask about it.

1. Eisenhower said the nation’s
farmers "have a right to be some-
what bewildered,” but he didn’t go
along with the idea that the presi-
dential primary election in Wis-

Laughter Quenched
The question that fired Eisen- |
hower up most brought a quickly j
quenched spark of laughter when
it was asked. A reporter brought
up the subject of some 1.500 Ma-
rines who joined the U. S. 6th
Fleet in the Mediterranean last [
month, presumably because of the |
possibility that trouble might erupt
in the Middle East. The reporter
asked whether Eisenhower would
order those Marines to war “with-
out asking the Congress first."
"I get discouraged sometimes
here,” the President replied.
With irritation in his voice, he ]
went on:
"I have -announced time and
time and time again I will never |
| be guilty of any kind of action that
. can be interpreted as war until the |
Congress, which has the constitu- |
tional authority, says so.
"Now, there are times when i

have to ... undertake local war-
like acts, but that is not the decla-
