The appearance in town last week of
four officers who proceeded to patrol
the city and issue citations when
needed seemed to city officials to be a -

the right thing,” Cox said, tracing the
council actions that had invited the
men to the city, hired them by
resolution and vested them with full
police power and authority.
But sheriff's deputies, confronted
with unfamiliar officers claiming
police power in a territory where none
had been before, weren’t so sure the
city had the authority to appoint a
temporary, uncertified police force.
