established and can not be over-
turned. To overturn it would shake
the whole system. Gold and silver
at rates fixed by congress consti-

nor any state has authority to es-
tablish any other standard or dis-
pose oi this."
The statement published several
days ago that the state ot Arkan-
sas was indebted to the Smithsoni-
an institute fund in the sum of two
million dollars Is denied by Con-
gressman Mcßae. Mr. Mcßae says
that Arkansas' indebtedness Is to
the United States and that as
agreed upon by two secretaries for
the government and Governor
Clarke last February this indebt-
edness amounted to $1611803.62
and that Arkansas has claims
against the United States amount-
ing to $1451331 111; leaving a bal-
ance due to the government from
the slate ol $160572 which will be
paid as soon as congress has an op-
portunity to pass upon the matter.

stitution and challenged the
times-jouhnal to point out- For
his benefit we refer him to Article
1. Sec. 8 says:—
“Congress shall have power to coin
money regulate the value thereof and of!
foreign coins.” Sec. 10 says:—
"No state shall coin money or make ]
anything but gold and silver coin a ten-I
der in payment of debt.”
It says gold and silver not gold;
or silver.
The states surreuded'to congress
the right to coin money but ex-■
pressly. retained the right to the
use of both gold and silver as
money.—[Ex.
THEY HAVE MET.
The two Houses of the Texas leg-
islature was called together on the
morning of the second and the Gov-
ernor’s message was read to them.
The message was a repitition of the
one or nearly so calling the legis-
lature together to take action on
the Corbett and Fitzsimmons light.
Immediately after the reading two
bills were introduced in both hous-
es. The respective bills in the two
houses are identical. The one in-
troduced in the Senate by Senator
Lewis of Bexar and the. one in the
House by representative Ward of
Travisare generally conceded to be
the measure of the administration.
They define that prite fighting or
any pugilistic encounter shall be
deemed a felony and shall be pun-
ised by an imprisonment of not less
than one or more than two years
This bill of course has the emer-
gency clause. The other bill intro-
duced in the Senate by Senator
Simpson provides a penalty of not
less than five nor more than ten
years and further provides that
any one who in any manner aids or
abets a fight will be considered a
participant and subject to the
above named punishment. The
emergency clause is also to this
bill.
These bills were referred to the
Judiciary Committee in either
House and they were to take action
this afternoon. The Dallas attor-
ney appeared before them however
to ask for further time claiming
that they could show that the pro-
posed law was unconstitutional and
class legislation as well as confisca-
tory. In compliance with their re-
quest both committees adjourned
until morning at 9 o’clock and noth-
ing further was done by either
House in the matter.
The “delsarte Governor" of Tex-
as does not seem to know the. differ-
ence between physical Culture and
a battering ram. He lias .called a
council of his braves and they are
now figuring on the same at a cost
to Texas of $1500 a day. It is all
right provided they interpret the
difference like the governor says it
is even If it takes a full month
but if it is otherwise the governor
will fall through himself.
The English papers are poking
much fun at the lrish-A inerica ns
and those who are here in exile from
British domination. We think this
is ill advised for we believe Ireland
will be cut loose some day from
Great Britain whether by the
sword or in a peaceable manner we
do not Hazzard a say b:jl'the time
is coming and it is not f i off.

Senator Ben Whitaker telegraph- J
ed Paul Jones of this place today
that Dallas was doomed and that
the fight could be pulled off in Tex-
arkana and asked if this city •
wanted it? Mr. Jones is out of the
city and Sam Solinsky one of the .
firm of Scott & Jones wired to Sen-
ator Whitaker that prize fighting ;
was a misdemeanor only in Arkan-
sas and that Texarkana wanted
everything in sight. Whether this
is a joke perpetrated or not we do
not say but the messages spoken of'
were received and sent. Gov. Clark ;
says he will uot have his state dis- '•
graced by this fight and he generally
means what he says. We hardly I
think they will fight here.
- BRITISH TITLES.
The London Truth thinks the ‘
United States would do well to man-
ufacture a few titles and sell them <
to mamas and papas for their I
daughters instead of buying then
abroad. The Truth says: The
existence of titles it is true is not
in accordance with the simplicity
of republican institutions but in |
view of the heavy drain this might:
be overlooked and the parents of
: any girl might be allowed to buy
her a title say for $1000000.
"The public treasury would thus
be filled with dollars and the girl
would remain at home. There
would still be the difficulty of find--
ing husbands in the home market!
for the Americans are as strongly;
j opposed to becoming rich through I
| their brides as the British noble-
men are in favor of this mode ot
enrichment."
We remember that our Col. Til-
son when a member of the Texas
legislature framed a bill looking to
the making and selling of titles io- '
the purpose of filling the State’s
treasury with gold and such a bill
introduced into the national con-
gress would be quite the "fin de
seicle."
Silver Committeemen Selected.
Memphis Sept. 30.—The silver
executive committee which met in
this city on September 23 did not
choose all its national committee-
men and the work has not yet been
completed. Still some 35 commit-
teemen have been chosen. The na-
tional committeemen are appoint-
ed one from each state to carry
on the campaign for free silver.
