A Chicago negro named Townsend
after his sermon on Sunday last
was lustily cheered by one thousand
negroes on uttering the following
language: “If the law is not allow-

CITY ORDINANCES.
An ordinance regulating the use of
and connection with the public
sewers in the City of Texarkana ;
Arkansas and providing a penal-j
' ty for a violation thereof.
He it enacted by the City Council'
> of the City of Texarkana Arkan-
’ sas:—
i Section I—That it shall be a mis-
1J demeanor to do or cause to be
1 done any of the following acts ex-
cept as hereinafter provided iind
I any or all persons guilty thereof or
J' who shall violate any provision of
I this ordinance on conviction there-
' oi shall be fined in any sum not
' less than one nor more than twenty-
I I live dollars.
Section 2- To uncover the public
j sewers for any purpose or make
•connection therewith or uncover
the public connection branches
i thereof unless and except by the
' consent and under the supervision
i of the City Sewer Inspector or a du-
ly authorized agent of the city
' whose duty it shall be to insure full
[compliance with this ordinance in
i relation to connections and a fail-
lure of duty in this respect shall
I subject such sewer inspector or
I agent to all the penalties in this or-
dinance.
’I Section 3 -To make or cause to
ibe made any such connection ex-
Icept as above provided and by a
competent and skillful mechanic
duly licensed to do such work by
the City Council such mechanic not
to be the agent of the City Sewer 1 n-
spector or to make such connec-
tions in anyother manner than as
follows:
A- Every pipe connecting with
the sewer whether of casting or
earthenware must be sound and
impervious in all its parts and
jointed in the best manner. H
Caskets must be used in all cases;
no other metal than cast-iron will
be allowed and joints in iron pipe
must be ot well caulked lead. C
Cement pipe is not to be used but
earthenware pipe of the best quali-
ty jointed with Iresh st long ce
meat mortar. 1) -These pipes to
be laid at least Iwo feet deep and
above that depth the vertlcle pipes
to be cast-iran; and all pipes from
the sewer connections to the top of
the soil pipe to be fully four inches
in interior diameter ut every point
E No trap or any manner of ob
struct ion to the free flow of air
through the whole course of the
! drain and soil pipe to be allowed
.and any mechanic who shall direct-
ly or indirectly place make or
I cause or allow to be placed or
made any trap contract i m or oth-
i er obstacle any where in the course
of such pipe in addition to the pen-
ally herein prescribed shall forfeit
his license and shall be ineligible to
license for one year and any other
person offending as above shall be
subject to the penalties of the or-
dinance and shall in addition pay
the costs of rectifying the wrong

be separated from it by a trap of-
fering an obstacle to the passage
of air equal to not less than three
eights ot an inch depth of water j

such other person as the City Coun
cil may appoint.
Section 4 For the owner or oc
cupant id' any building any portion
of which is used for any purpose du-
ring any port ion of the day to have
at least one water closet connected
with the public sewer fifteen days
after notification from the City
Sewer Inspector or President of
the Board of Health or other duly
authorized person and to fail io
have such water closet suitably ar-
ranged for such use as a urinal un-
less a separate urinal is ■ >r< vlded
Section 5- For the m ter or oc-
cupant of any bulldim .a which'

store or hoppei for the reception of
waste water; provided however
that if the water closet is of a kind
suited to such use It may receive j
the waste water and the sink slop
store or hopper may be dispensed j
with.
Section 6 To throw or allow to
be thrown or deposited on the stir- .

or vault in or under the surface of

whether public or private except in I
the proper and necessary manuring |
of the soil any water which has
been used for domestic purposes or
any liquid or solid tilth or faeces or
urine.
Section 7 To allow any surface
water or rain water from the
ground or roofs of houses to enter
any sewer or drain; or any vessel or
slop sink connected with any sewer
ordrain or to admit any drainage
water from any cellar Io a ewer
provided however that drainage
lor cellars maybe provided iliac

and descriptions In the City Sewer
Inspector's office and subject also to
the restrictions of Section I of this
ordinance.
Section 8 To use or cause tube
used any house drains for any other
purpose or purposes than those
specified in this ordinance except
by special permission of the City
Council.
Section 9 To throw or depositor
i cause or permit to be thrown or de
| posited ill any vessel or receptacle
connected with a public sewer any
garbage hair ashes fruit or vege-
tables peelings or retuse rags cot
ton cinders or any other matter or
thing whatsoever except faeces
urine the necessary closet paper
and liquid house slops. And it is
hereby made the duty of all citizens
I to aid the police In bringing offend-
era against this ordinance to pun*
Ishment and also prevent breaches
of the tame.
! Section 10 To use or allow to be

I the sewer connection whatever use

tend at least two feet above the
eaves or parapet or dividing walls

the same is constructed; and all
ventilating pipes for sewer connec- 1
tions or water closets are hereby re- i
quired to be extended at least two :
feet above the eaves parapet or di-
viding walls of every tiouse or build- i
ing ih ornear which there is a sew-
er connection. This section shaft i
not apply to yard closets.
Section 11—To use or allow to be
used any bell-trap or any other
trap depending for its seal on an
easily moved part or to construct 1
or use or cause or allow to be con-
structed or used any water closet
which has an unventilated space of ;
mote than one hundred cubic inch-
es capacity between two water
seals or which has unventilated 1
space of any capacity in which any
part of the mechanism moves or
the walls of which are not flushed
at all points at each use of the
closet.
Section 12 To fail or refuse to
connect all wash-stands or slop-
stands in the house or yard with
the sewer or to allow any slop
wash or waste water of any kind to
flow over the pavements or under
the pavement on or into the street.
Section 13 That every person
who knowinly admits or refuses to i
comply with or who resists or wil- i
fully violates any of the provisions <
ol this ordinance or any of the
rules orders sanitary regulations
or ordinances established or declar-
ed by the Hoard of Health in carry-
ing out the provisions of this ordi-
nance or the execution of any or-
der or special regulation of the
Board of Health made for that pur- .
pose is hereby declared to be guilty
of a misdemeanor and on convic- (
tion thereof shall be fined in any |
sum not less than one nor more (
than twenty-five dollars to be col-
lected as ot her lines are collected. (
Section 14 That the provisions
of this ordinance are and shall only
be applicable to buildings within
three hundred feet of the sewer in
any sewer district having completed
public sewers.
Section 15. Private parties not
building sewers under the order of
the Board of Health may connect (
with the public sewers of the city
ol Texarkana Arkansas under the (
rules and regulations established by (
th ■ city Council upon the payment (
to the city treasurer of three and
one half per cent upon the assessed
valuation of his property to be
beuelitted thereby.
Section 16. That private parties
connecting with the public sewers
of this city under the orders of the
Board of Health shall be governed
ed by the rules and regulations es-
tablished by the city council and
shall pay to the city treasurer
three and one half per cent of the
assessed valuation of his property
so connected and benefited
Section 17. That sewers built by
private parties or under the direc-
tion of the Hoard of Health shall
be kept clean and in repair and a
failure to do so is declared a misde-
meanor ami the party in possession
as owner or lessee of the property
where such sewer may be situated
shall upon conviction thereof be
lined in any sum not exceeding fifty
dollars and imprisoned not more
than ninety days.
Section 18 -That all ordinances
and parts of ordinances in conflict
with any of the provisions of this
ordinance be and the. same are
hereby repealed and this ordinance
shall take effect and be in force
from and after its passage.

An Ordinance creating the office of
inspector of Sewers and Plumb-
ing and defining the duties and
powers thereof.
Be it enacted by the Council of
the City of Texarkana Arkansas.
Sec I. That the office of Inspec-
tor ol Sewers and Plumbing is.here-
by cieated and such officer shall be
elected by the t'ity Council iminedi-
diatelv upon the pas: age of this or-
dinance and he shall hold office until
his successor is elected and quali-
fied and the Council hereby reserves
the right to discharge him at any
time with or without cause; and
before entering upon the dutlesof
such office he shall take tl.e usual
oath ol office and shall give bond In
the stun of two thousand dollars
with good and sufficient sureties to
lie approved by (he Council for the
faithful performance of his duties.
He shall receive for his services the
sum of seventy live dollars per
mouth.
Sec. 2. That It shall be the duty
of such Inspector to take charge of
all si'wt is delivered to said t’ity by
the improvement districts therein;
Io keep the same In goad andser-
viceable condition free from ob-
struction or defect; to attend to
tlie flushing of the same; to super-
intend all connections made there
with after they have been so deliv-
ered; and to keep a record and map
showing each connection with the
city sewerage system which said'
record and map shall be the proper-
ty of the City and be open to the
Inspection of all personsand to give
notice of all persons owning or occu-
pying property within sewer dis-
tricts and who by law are requlr- I
cd lo make sewerconnections when
the failure so to do Is attended wlUi

ot Health ot the city of Texarkana:
to warn all persons when required '
to d» so by said board of health to
make suMi sewer connections and
to keep the same pioperly flushed
with the water works or other suf-

notification as aforesaid to the City
Marshal who shall arrest such per-

in the Mayor's Court of said City

pat on of plumbing a privilege
and to fix a license thereon.
Be it enacted by the council of
the cUy of Texarkana Arkansas. .
Sec ion 1. That the occupation
of plu nbing is hereby declared to
be a privilege and any person firm or
corpo ation following said
business within the limits of the
city of Texarkana Arkansas shall
be r< quired to pay a privilege
tax or license for exercising said
privilege in the sum of fifty dollars
per ai num payable annually.
Sec ion 2. Every person firm or
corpo ation desiring to obtain li-
cense for plumbing shall present to
the ci .y council his or their appli-
cation in writing therefor stating

ces of ill persons composingsuchfirm

kana Arkansas or any owner of
property therein may sustain by

ligence of any such plumbers or his
einpk yes in the performance of any
work lone by him or them and shall
also lite therewith the receipt of the
city c fllector lor the license fee
anil 1 hereupon the city Recorder
shall issue such person firm or cor-
pora! on a license permitting him
or tin mto engage in the business
of plumbing for the period of one
year such license shall not be as-

Section 3 Any person following

limits of the city of Texarkana
Arkansas without first having ob-
tained a license therefor as requir-
ed by this ordinance shall be deem-
ed guilty ot a misdemeanor and
upon conviction thereof shall be
fined in any sum not exceeding
twenty five dollars.
Sec ion 4. That any person firm
