THE SPEAKERS POWER.
There was never seen in this coun-
try and in Federal politics such an
exhition of individual power as the
present speaker exercises. Croker
used to exercise such power in
Ta many Hall. Platt used such
power over the Republicans of New
York. Mr. Reed's dominance is
that of the "boss" manifested in the
hall of the house of representa-
tives as Croker and Platt have man-
ifested it in the primaries and con-
ventions and in the government of
of the state of New York. There
is no longer any real deliberation or
any real debate in the house of
representatives. Some speeches
are made there—for the speaker
permits a little oratory in order
that his followers may maintain the
semblance of self-respect but the
fate ot Important bills is generally
settled in the speaker's room when
the order for their consideration is
drawn. Perhaps the present tyr-
raily of the speaker arid this sup-
pression of the house of represent-
atives is not wholly an evil galling
as it must be to some of the mem-
bers to submit entirely to Mr.
Reed’s will. Before Mr. Reed ap-
plied his crude and masterful meth-
ods to legislative proceedings the
house was practically at the mercy
of the minority and when the mi-
nority wished it could absolutely
prevent the transaction of business.
Reform is undoubtedly needed and
Mr. Reed's absolutism will probably
lead to the adoption of rational
methods which he is apparently In-
capable of devising or even appre-
ciating for he is not an adept
in parliamentary law. Harper's
Weekly.
Since wheat has gone up there Is
a more adulteration of Hour going
on than usual. A glucose manu .
facturer has been sending out cir-
culars offering corn starch as an
adulterant and claims that 10 per
cent of It put Into flour cannot be
detected and hence Is much better
than corn meal. Our laws against '

Don’t destroy it. Why nine tenths
of the mother's of America be-
lieve in it. That's enough. It has
been growing at our hearthstones
for ages. Let It stay there. It
can’t hurt you. It Is such a hiving
religion. What will you give in Its
stead if you take It away? What
are you to do when you are home-
sick? Loves earthly loves are so
selfish. It is such a beautiful de-
lusion. Don't destroy It. Weave
the silver threads that reach down
from the Star of Bethlehem into
the garden woof of sunlight. Train
its clinging tendrils around the
bare walls of our lives and cover
ii)i the jagged corners and rough
unsightly places with tills beauti-
ful myth of Calvary."
Cool Wave in the Northwest.
A decided cool wave was present
in the extreme northwest in conse-
quence of which the temperature
Is nearly at the freezing point In
South Dakota and the readings

An ordinance prohibiting persons
under sixteen years of age from
being ou the streets alleys or pub-
lic places in the City of Texarkana
Arkansas at night after the hour
ot 9 o'clock p. tn. from March Ist
to September 30th Inclusive of
each year and from October Ist to
the last day of February inclvsive
of each year after the hour of 8
o’clock p. tn. and prescribed penal-
ties for the violation thereof. Be
it ordained by the City Council of
Texarkana Arkansas:
Section 1. It is hereby made un-
lawful for any person under sixteen
years of ageto be remain in or upon
any of the streets alleys or public
places in the City of Texarkana
Arkansas at night after the hour
of nine o'clock p. m. from March
Ist to September 80th inclusive of
each year and from October Ist to
the last day of February Inclusive
of each year after the hour of
eight o'clock p in. unless such
person Is accompanied by a par-
ent guardian or other person hav-
ing the legal custody of such minor
person or Is in the performance of
errand or duly directed by such
parent guardian or other person
haying the care and custody of
such minor person or whose em-
ployment makes It necessary to be
upon said streets alloys or other
public places during the night
time after said specified hours;
provided this exception shall not
apply when a person under such
age shall be playing or unnecess-
arily loitering In or upon such
streets alleys or public places
whether alone accompanied by a
parent guardian or any person or
persons whomsoever. Any person
violating the provisions of this sec-
tion shall on conviction be lined in
any sum not to exceed ten dollars
for such offense. Passed.
