the internal revenue laws of the
United .States as spirits and malt
liquors are. Whether the owner of
a vineyard who makes such wines is
required to have a license for the
sale thereof depends upon State
and local laws. Until recently the
winegrowers of Arkansas were sub-
ject to the same restriction witli
respect to the sale of wine they
made as vendors of spirits and
beer. An amendment to the local
option laws of this State made by
the Legislature at. its late session
gives the county voters the right
to exempt such wine from restrict-
ing the sale of spirits and beer.
THE RED RIVER VALLEY.
This railroad Is pushing the work
down the valley as rapidly as the
weather will permit. Some live or
six miles of the track is laid from
this city south and the completion
of the roadbed is being perfected all
along the line
Wednesday night the contract
for the embankment from Loggy
bayou to Coushotta was let to
Messrs. Scribner and Hunter Bros.
A large lot of supplies from Hunter
Bros was shippedyesterday to that
point.
Thus it will be seen that this
work Is progressing satisfactorily.
It will be but a short time com-
paratively when this new line will
lie open and a new feeder addded to
the. trade of Shreveport. Times.
We learn that work on this end of
the road is also progressing satis-
factorily. We will soon have new
territory opened for trade over this
line as well as our sister city
Shreveport. There is enough trade
on this line for both towns ami we
need not light.

The Cuban War Should Be Termin-
nated and the Bloodshed Stopped.
The recent roiting in Havana in-
dicates that a terrible crisis is at
hand and that men are getting
desperate and will be the cause of
much suffering and life taking and
destruction of property if the
United States does not intervene
and stop the unholy war now be-
waged by Spain on a people who
do not recognize Spain’s author-
ity over the island and who have
shown plainly that they will not
give under to the copper colored
Indians of Spain.
The United States could put an
end to this war in short order and
also annex Cuba in .a twinkling by
daring to do the right thing for
suffering mankind. Let congress
show McKinley that -they can act
without him.
The war should be ended with-
out bloodshed if possible but if
not otherwise. Put our fleet in
close range of the unsubgated cities
on the coast and use shot and
shell and Spain will call off its
"dogs of war” and a government
of the people and by the people can
be formed and happy Cuba be
free

We heard several West Side
citizens complaining to Mayor
Hardin yesterday about the way
the city was being drained of storm
water. The Mayor promised to
have the system gone over and
distribute the water in a manner as
to not overflow any one. The
Mayor is all right but the system
of drainage as now hauls all wrong.
We think the city should employ an
engineer and have the work done
under his supervision.
Mr. Vete Dudley and Miss Ella
Prescott ot Hope planned an elope-
ment on Friday the nuptials ot
which were to be celebrated at
Ashdown the groom to go through
by land and bride by rail through
this place via the Pee Gee. Both
parties left their respective places
on time and things seemed to be
working smoothly until the girl’s
father at Hope got on to the fact
that she had taken the train for
this place and he followed arriving
here before she could take a train
for Ashdown. When his daughter
saw the old gentleman she became
as limber as a dish rag and finally
consented to return to her home
under the promise from the old
gentle h-in that he would let them
marry under his root and give them
his blessing. The would be bride
and groom are respectively 18 and
17 years old and we believe they
should be kept apart until the boy
reaches his majority.
