WEATHER CONDITIONS.
The low pressure which was cen-
tral Wednesday mornißg off tne
coast of Galveston has passed east-
ward over the gulf states and is
now central about Montgomery
Ala.
Low pressure contiunes to over-
spread the upper Missouri and Mis-
sissippi valleys and the western
portion of the lake regions.
The high pressure which was
central over the middle Atlantic
coast states Wednesday morning is
now central over the lower St.
Lawrence val ey aid southern lake
region.
Cloudy weather overlies the ex-
treme southern portion of the
country elsewhere general fair
weather prevails.
Rain has fallen along the gulf
coast and in the southeastern sec-
tion of the country.
The Arkansas river remains froz-
en at Fort Smith and Little Rock.
The ice at Dardanelle has broken.
The Ohio has risen at Cairo and
fallen at other reporting station.
The Mississippi has risen at Mem-
phis and all points below. It re-
mains frozen at St Louis.
AS AN *ISSUE.
At a conference of democratic
senators in Washington on last Fri-
day Senator Vest said of the sug-
gestion that expansion could be
kept alive for 1900:
“That sort of talk is nonsense.
The question of expansion was set-
tled by the ratification of the treaty.
We have lost our fight and we
must look for other issues. I op-
posed the treaty because I did not
believe the acquisition of the Phil-
ippine Islands was a good thing for
this country. However the islands
now belong to us and they will be-
long to us as long as the republic
exists. The only way in my opin-
ion to prevent expansion was to
defeat the treaty. Do not delude
yourselves gentlemen with the
idea that the fight has only just be-
gun. It is over and we are whip-
ped. Can you cite an instance
where the Anglo-Saxon race sur-
rendered an inch of territory that
it once got its hands on?
To Be a Major-General.
Washington February 16.— The
military affairs committee have
racommended that adjutant gene-
ral Corbin be made a major gene-
ral. Os course he will get what he
wants.
Big Fire At Akron.
Akron Ark February 16—Last
night fire destroyed the immense
plants and offices of the Thomas
Building and Lumber company.
Property loss amounts to $1000(10
or more largely insured.
We learn that a movement is on
foot to boom a certain Texarkana
citizen for railroad commissioner.
We are not at liberty to name the
geatleman who is to be put forward
by his friends but we can say that
a better selection than the gentle-
man named to us connot be made
in the state. Texarkana has more
railroads than any other city in the
state of Arkansas and should be
allowed to name one of these com-
missioners. Should this courtesy
be accorded us. The Texaikanian
would be more than pleased to see
the friends of the gentleman sue
cessful in having him appointed.
McKinley the next time he gaes
out on a junketing trip had better
leave his secretary at home. When
the presidential party was being
driven along Boiten’A streets iu a
parade the crowds on the streets
shouted “beef! beefl” and “hurrah
for Miles!" Alger certainly had a
crimper put in him he will not for

The Arkansas legislature is try-
ing to get through a bill against
the exorbitant charges of insurance
companies yet they allow a lot of
lobbyist to go before the commit
Lee and speak against the passage
of such a bill. If we are to kill off
tniHts we must uot allow that truat
to step In and dictate terms.

An Appeal to the Charitable.
To all who believe in the gospel
of helping one another we make
this appeal. While a great deal
has been done and is being done to
help the poor among us much
more remains to be done. It will
not do for us to allow people to
suffer right in our midst.
The committee appointed by the
pastor’s conference to act as a
joint committee on charities for all
the churches have exhausted all
the funds in their hands and are
helpless to do more unless charita-
ble people come to their aid.
Mr. J. L Griffith of the Electric
Light company is treasurer of this
committee and any money or
provisions left at his office will be
faithfully distributed. Shoes for
children which are not too badly
worn can be used to good ad-
vantage.
The extremely cold and damp
weather is especially trying on the
poor and what is to be done needs
to be done quickly.
