have elected me several times to fill this
position and my fourth term lof two years

I have been reluctant to further tax your

unsolicited proffers of support from so
many citizens of the town that I feel it Is
the wish of the majority of those Interest-
ed that I should fill another term.
I can only refer to my official record to
the committee of expert accountants who
annually examine my hooks and to the
finance Committee of the City Council to
examine and report on my monthly collec-
tions and disbursements."

The war department has just re-
ceived at itemized statement of re-
ceipts from all sources of taxation
in the Philippines since the occupa-
tion of Manila by the United States
forces August 13 to December 31
and the total collection amounts to
nearly two million dollars.
The Senate again refused to con
firm the nominations advancing Ad-
mirals Sampson and Schley because
former was unfairly advanced ahead
of latter. Several Senators criti-
cised Sampson quite severely It is
to be hoped Schley will yet be re-
warded according to his gallant ser-
vice at Santiago.
All miners in Western Arkansas
and the Indian Territory have gone
out on a big strike want higher
wages It seems to us a bad move
and we fear the miners will regret
it. There has been no reduction in
their wages in ten years and now
when the cost of living Is so much
less it is strange that they shou'd
become dissatisfied and act this way.
Wonder if Gov. Dau W. Jones is a
gold-bug? The following squib from
the Helena World indicates that he
is: "The difference between the
governor of Tennessee and the gov-
ernor of Arkansas is that the form-
er was first a goldbug and then a
silverite for political reasons while
the latter was first a silverite and
then a gold bond advocate for sim-
ilar reasons."
Although he was "found guilty"
by his bro her generals Mr. Eagan
was “fixed" by the President so he
still continues to be commissary
general of the army on lull pay -
and the public will continue to pay
for such extravagant farces as the
"trials" as they are called cost.
But what better could be expected
of an administration that Is itself
as rotten and reeking as the tilth of
the sewers. What a fine chapter
of history will be written of tin
present era in this country if It Is
ever truthfully recorded
Among the most prominent gen-
tlemen spoken of for Lieutenant-
Governor the Gazette mentions
Senators W. F. Kirby of Texarkana
W. E. Ferguson of Augusta R. L
Lawrence of Russellville and G. R
Haynie of Prescott. We hope to
see Senator Kirby elected by the
Senate as he is eminently qualified
to fill the office.
Announcement has been made of
the contemplated marriage of Miss
Mary Jones daughter of Senator
and Mrs. James K. Jones to Mr. F
W. Plant of Minneapolis Minn.
The ceremony will take place on the
12th of April at Mt. Vernoa M. E
Church South at Washington D
C. Miss Jones has many friends in
this section who will tender con-
gratulations. Mr. Plant is a prom-
inent and prosperous young busi-
ness man of Minneapolis.
The situation in the Spanish
Cortes leading up to the resigna-
tion of the Sagasta ministry and
threatening the life of the peace
treaty is said by officials to be
the direct result of bad manage-
ment either domestic or included
in the treaty itself for the submis-
sion of the treaty to the Cortes for
a ratification. On the contrary
the text of the treaty says that it
should be ratified by the queen re-
gent. It is further said that this
very point was discussed by the
peace commissioners at Paris the
Spanish commissioners desiring to
requirejthe ratification of the cortes
but finally taking the other course
perhaps with a view to avoiding the
very trouble which has overcome
Sagasta.
The Post-Dispatch makes the gov
eminent a devouring monster in the
' following squib; "Congressman
Dockery warns the House of Repre-
sentatives that this year’s appro-
priations will amount to .1700000-
| 000. The total annual earnings of
J all the factory and workshop ern-
i ployes of the United States amount
to *2.200000000. So that this year
the federal government will devour
a sum equal to nearly three fourths
of these total earnings. If the
present rate of increase in expendi
ture goes on that remaining *500-
000000 will disappear into the ex-
‘ pansiou gulf. It now takes the
year’s labor of 3400000 workmen at
*SOO each to provide the *1700-
1 000000 necessary to run the gov-
ernment. Is it any wonder the
’ masses groan under the burden of
taxation? But this is the cost of
i imperial glory.

thereafter for all necessary addi-
tional materials and work on the
new court house ot said county to

materials and work will also be re-

The materials and work will be
paid for in the warrants of said
county drawn on the treasurer
thereof payable in equal install-
ments in one and two years after
the first day of July 1899 and out
of funds appropriated for building
said court house.
The party to whom the contract
is awarded must give bond with ap-
proved sureties for the faithfu
performance of his contract.
The right is reserved to reject
any and a l bids and to waive any
defects in any bid if it be deemed
to the interest of the county to do
so.
Proposals must be enclosed in en-
velopes sealed and marked "Pro-
posals for work on court house at
Texarkana Ark” and addressed to
the undersigned.
