East Side Council.
The East Side city council met
this morning from an adjourned
session and passed on the street car
i muddle. It was the sense of the
1 council that they allow Mr. Whit-
-1 ley to close up the gap between
State Line and Walnut street and
■ run his cars as formerly and Mr.
Whitley signed a contract to take
up said rails whenever the council
saw fit to order them up.
The council passed a resolution
endorsing tin candidacy of J. W.
Harries for railroad commissioner
aud asked that our city as a rail-
road centre be recognized as of
sufficient importance to be given
one of the commisioners.
A resolution endorsing the bill
allowing cities of the first class to
issue bonds was passed.
The council then adjourned.
Revolutionizing Taxation
Austin. Texas March I.—Gover-
nor Sayers today signed the legisla
tive enactment which provides for
the immediate appointment of a
state tax commission whose duty
it will be to revise all the revenue
law of Ttxas with a view of getting
one bill to cover entire occupation
and other tax systems of the state.
This promises to bring about a rev-
olution iu the taxable values of the
state.
The commission will go to worn
at once and it is expected to have
a bill ready for legislative enact -

MAY YET HAVE ELECTRIC CARS
Mr E Kirby Smith Working the
Rabbit Foot For a Deal
of This Kind.
Mr. E. Kirby Smith who is work-
ing hard to build up our city has
put himself io correspondence with
an eastern capitalist who has mon-
ey to burn and who owns many
miles of street railway aud a dozen
or more electric light plants. Mr.
Smith's correspondence with the
gentleman is to induce him to come
here and build an electric road aud
the reply to one of his letters we
publish below leaving nut part of
it which does not concern the gene-
ral public if those plants spoken
of can be purchased we may yet
see electric cars traversing our
streets:
Mr E. K. Smith Texarkana.—
Your letter of Feb. 27 is at hand.
Replying thereto wilt say my ex-
perience with street railways in
towns the size of yours is that they
are not a paying investment. 1
own lines in this city and several
others in other places and neither
of them would pay themselves.
However if the gas and electric
light interest in your city could be
purchased and all put in one com-
pany with the street railway it
might be made profitable. I would
like to hear from you the condition
of the electric Hght and gas plants
their capacity etc. In fact any
information on this subject you
can give me will be appreciated
and considered. XXX
A QUEER BILL
On Wednesday last Representa
tive Henderson of Lamar and
Flotorial Representatile Schluter
of this district were granted per-
mission to introduce a bill in the
house of representatives at Austin
"authorizing the lease of any rail-
roads connecting at the state line
not exceedeng thirty miles in
length by any railroad company so
connecting with same.” We fail to
grasp the real objection of this
piece of legislation. What thirty-
mile road in Texas will the bill if it
becomes a law affect?—Courier.
Our attention was called to the
above item over the phone this
morning and our opinion asked as to
what road this would affect if this
bill became a law our questioner
saying he thought the bill was
aimed at the Ft.Smith
railroad which has about twenty-
eight miles of line in Texas. We
saw in a published item a day or
two ago where the Texas 4 Pacific
road asked the legislature to give
them authority to buy the East
Line road which runs from Jeffer-
son to McKinney and this bill we
suppose has reference to this road.
There is no doubt however but
what the Texas & Pacific road
would like to own the twenty-eight
or thirty miles of road belonging to
the K. C. P. & G. road as it has cut
quite a hole in its business from
( here to Louisiana points—the ship-
! pers even at Queeu City and at
Atlanta preferring the K. C. P. &
G. road in shipping and receiving
freight.
