The leaders of the democratic
party are not engaging their time
in entering into trades and dickers
to obtain the support of men who
bolted the party in 1896 Such ac-
tion would be humi'iating to the
6600000 democratic voters who
stood by the party's candidate in
the last presidential election; let
the bolters show their democracy
by returning to the party and aid-
ing in electing Its nominees then
they may be permitted to sit in Its
advisory council.

The greatest care that comes to
a parewt is the solicitude he feels
for his offspring. Every undertak-
ing and business venture is intered
into as a means to accomplish this
great desideratum—the prepara-
ton of his offspring for complete
living when the duties of citizen-
ship shall have rested upon them.
The teacher next to the parent ex-
erts the greatest influence in form-
ing the character of the youth of
this country; and the work of the
schools should receive the co-opera-
tion and support of the entire com-
munity. But this is not the case
few people give any of their time
to inspecting the work of the teach-
ers of their children; f«w take part
in selecting the teachers for their
community and pass the matter by
without consideration. If they dis-
cuss the school and the teacher at
all it is to find fault and complain
because the necessary books sta-
tionery etc. are asked for. While
our people are too hard to please
in these details they seem not to
consider the elements that enter
into the make-up of a successful
teacher and are oftentimes will-
ing to entrust the education of
their children to any one who has
spent his four years in college; tp
some clerk who is not able to mas-
ter the details of a store; to a law-
yer who has not been able to pass
the starvation period of his profes-
sion; to a doctor who could not get
opportunities to save the lives of
ills fellow men; to a preacher who
had not the grace and grit to re-
main in his calling; to a farmer
whose crop is “laid by” and who
has a few months qf leisure and in
tact to anybody who has not been
able to secure a livelihood at some
other vocation. And thus too many
teachers are found in the schools
of the state without the spirit for
their work which every true teach-
er must have. This class is usually
wanting in two essential respects —
preparation for teaching and right
motives.
We insist that teaching be. re-
garded as a profession and that
the qualifications be such as to bar
every one who would enter whose
inspirations in so doing rises no
higher than gold. “For if angels
ever visit our earth and hover un-
seen around the gatherings of mor-
tals to survey their actions and
contemplate their destiny it seems
that there can be no spectacle so
calculated to awaken their interest
and inkindle their sympathy as
when they see the young gathering
from their scattered homes in some
rural district to receive an impress
for weal or woe from the hand of
him who has undertaken to guide
them.” This is too important a
work to entrust to novices and pre-
tenders and we would that more
concern were given it to the end
that improvement and development
in education go hand in hand with
the material advancement of the
country.

good reason to hope that it will be
reflected in the sentence rendered

The people's will should be the
law—is the foundation stone of de-
mocracy. We take this from “Home

Thomas Jefferson was a strict con-
structionist and used the constitu-
tion of the compact of the states
as his guiding star yet he put this
behind him when he found the ma-
jority of the people in favor of a
measure the constitution did not
give them power and he went be-
yond his tether anil by so doing
gave the country immense domains
of land which otherwise we would
not now possess and which would
have proven a thorn of conten-
tion in the country for all times to
come. “Within the year past we
have acquired territory that ena-
bles us to say literally that the sun
1 never sets upon the stars and
stripes. With the great increase
of territory it is natural to examine
some of the conditions of our early
' territorial acquisitions When Jef-
ferson became president the United
1 State? extended westward to the
’ Mississippi river and south to the
f Gulf of Mexico and Florida. Jefler-
• son was a close constructionist be-
’ lieving in limiting the powers of the
' Federal government to those ex-
' pressly stated in the constitution.
’ The purchase of the vast territory
of Louisiana burst upon the people
1 like a thunder clap. It was patent
f the constitution gave no such pow-
-3 er to the general government. Jes-
■ ferson declared that he stretched
r his power until it cracked and ad-
-3 vised an amendment to the consti
3 tution giving the power to pur-
-3 chase territory. Jefferson showed
e how the true statesman is
Y not bound by any written or un-
-8 written law when he declared “I
r believe the people wish this done.”
■ The will of the people was the foun-
f dation stone of Jefferson’s princi-
~ pies. He read the constitution as
t he believed the people would wish
it interpreted that is with an idea
■ of close limitation of the power del-
I egated to a general government
r but when public policy seemed to
e demand a seeming contridiction of
3 his principles he did not hesitate.
8 This purchase and acquisition of
• territory furnished a precedent
■ that has been followed. The pur-
I chase of Florida the immense ac
8 quisition from the Mexican war
3 the Gadston punchase and the
t Alaskan purchase comprise the land
8 acquired by purchase. Texas and
i Hawaii were acquired by annexa-
e tion. The Mexican session like the
8 Philippines was acquired by con-
s quest with the addition of a money
e consideration. Porto Rico alone
3 was acquired entirely by conquest.
■ It is interesting to remember the
e man who died nearly three-quarters
3 of a century ago but to whom we
t owe the precedent of the power of
3 the United States to acquire ter-
e ritory.”
