The edict has pone forth that
earring's are to be worn again and
the jewelers are preparing for an
immediate demand for that article
of jewelry which was relegated to
oblivion 10 years ago.
We see from our neighbor ex-
changes that Judge Conway in giv-
ing his charges to the grand juries
in this Judicial Distsict stresses the
new law against the sale of cigar-
ettes to minors. This is right—let
us enforce this excellent law. Tex-
arkana merchants had better be
careful how they infract it.
The Arkansas Democrat is now
one of the very best afternoon dai-
lies in the country. Paper is not
only’ a fine work of typographical
art but contains latest telegraphic
news as well as home happenings.
It has lately added another linotype
making three in its office. We wish
the paper continued success.
McKinley has instructed Gen.
Otis to co-operate with the navy in
war operations in the Philippines.
He is thus subjected to being re
duced in rank. It is stated that
Otis will soon be removed. It ap-
pears that the President has to be
almost knocked down with com-
plaints before he yields to the de-
mands of the people. It was so with
Alger.
A short time since the adminis-
tration at Washington had a state-
ment out to the effect that the rev-
enues in Cuba were sufficient to
meet expenses. It failed to state
that expense of soldiers garrisoned
there was not included in its esti-
mate. It is mighty easy to juggle
the figures if such a thing is neces-
sary to make a good showing but
it is not fair to do such a thing.
Statistics show that education is
a positive injury to most negroes in
the south as itcauses them to at
once want to earn their livelihood
without work—by their wits. State-
ment has been repeatedly made
and never refuted that about three-
fourths of the negroes in the pent
tentiaries of the southern states
can read and write.
Dallas Texas is kicking lustily
because water company proposes to
use water from a pond claiming
that it is stagnant and unhealthy.
That is exactly what is claimed
here—whenever water is used from
the big pond above the water sta-
tion it has a bad smell and is nec-
essarily more or less impure. Tex-
arkana should easily be provided
with plenty of good pure water it
seems to us.
Not the Wisest Way.
It is not always best to wait until

Those gentlemen who have taken
it upon themselve? to give statis-
tics of the number of bales of cot-
ton that will be produced during a
certain season are still counting on
a larger yield than we believe will be
gathered. They make the figures
for those men who buy and not for
the producer and it is safe to say
they never under-estimate. If the
crop is short it is reasonable to be
lieve the prices will go up on ac-
count of the scarcity and demand
while if an over-production of the
staple is made the prices will b‘
squeezed.
Friends Gardner of Texarkana
and Nash of Pike City are daisiesin
making up a slate; they deserve a
real brass button for their last ef-
fort along that line. —Nevada Pica-

myself fail to make up a slate it is
when we have no material to work
on. But when we get such men as
Mcßae for U. S. Senator; Carter
for Congressman and for
Governor we have got the best ma-

Davis and a few of his friends about
the big bug-a-boo expense of in-
creased taxation because of the
building of a new state house is the
merest bosh Legislature provided
that the first $50000 appropriated
for it should come from the sale of
state lands; and it is estimated that
money from this source together
with funds to come from the old
state house grounds and part of the
penitentiary grounds will build the
Capitol. We cannot understand
why it is that sane men will misrep-
resent the facts.
Now that France has put a quie-
tus on the Dreyfus case the gov-
ernmentwill have time to build a
fire under Guein and smoke him
out.

Ye scribe is unwell today and h; s
been for three or four days never-
theless I will jot down a few items.
The atmosphere has been unus
ually hot and debilitating. We
have had uo rain yet bat a few
days ago we had an electric display
when the artilery of the Heavens
kept up a terrific roar for nearly
an hour and not a drop of rain
fell. In my opinion that explodes
tlfe artificial rain makers theory.
I desire to say to my Christian
friends let us pray for rain and
thereby prove our faith in the mer-
cies of God.
There is no serious sickness here
at least I have not heard of any
one. being sick.
Another soul has been called to
stand at the bar of God and answer
for the deeds done while in the
earthly temple. Mrs. Jessie Ram
sey after suffering overjtwo weeks
with measles expired lait Tuesday
She was an earnest Christian and a
member of Pisgah Baptist Church
at Independence. She was a kind
considerate friend a loving mother
and well liked by all who knew her.
She leaves a husband and several
children to mourn her departure.
I trust the bereaved family through
the mercies of the great master of
life may realize that their loss is
the loved one’s gain. The stricken
family have the condolence of the
whole community.
In the personal column of Tues-
day’s Daily Texarkanian which read
as follows: “Mr. Elam and wife of
Springhill La. was here yesterday
to see the parade.” You should
have seen him when he read it to
appreciate his right to the sobri
quet of irrepressible he vowed ven-
geance upon he who gave him a
wife without first consulting him.
My young friend P. P. Elam of
Springhill La. arrived here last
Tuesday to spend a few days with
his sister. Mrs. A. J. Ramsey and
to give a hearty hand shake to his
many friends here. He left last
Friday for Mena to see his father
G. W. Elam who is proprietor of
the Midland Hotel at that place.
Just as he was on the point of
starting he came to me and said
goodbye and before we parted I
asked him about his wife and he
said: “Wife I have not found her
yet.” After this I called his atten-
tion to a paragraph and he became
hors de combat some how before
he reached the city as 1 have not
heard of the funeral of the city
editor up to this time. With best

ized in every election precinct in
Kings county which shows that the
rank and file of the party in that
county are for the Nebraskan just
as the mass of Democrats all over

he was in 189(1 and that he will get
the electoral votes of the state in
1900 I have not the slightest
doubt.'"

bers of Red River county last night

of the Texas legislature and had
also served in the volunteer army

■ Fines in the police cour this morn-
ing amounted to $10(1. There were
30 arrests made. Twenty-two ca-

The Board of Equalization of Mil-
ler county composed of Col. J. R.
Reeves W. G. Cook and Allan Win-
ham met yesterday to overlook and
equalize the assessed valution (tax-
es) of all personal and real proper-
ty. It will require two or thee
weeks to finish their labors. There
is considerable timber lands (pine
and oak) in the county and as
there has been a big advance in
lumber demand for these lauds is
great and price for it is much high-
er—in consequence the board will
no doubt raise the valuation of all
these lands. Board is composed of
able worthy gentlemen.
