. City Council authorizes two
stop signs in post office area
Mayor Richard Poss called the reg. City Council meeting to or-
* der on Dec. 7, at 5:30 p.m. Alderperson Landry led the invocation.
Present at the meeting were: Mayor Richard Poss, Alderpersons
Ramona Flores, Frank Bridges, Jim Landry, Darrell Wilson, Judy
; Beavers, and City Manager Bobby Rountree and Assistant City
Manager James Knight.
Guests present included C.D. Lindsay and Travis Hammond.
Minutes from the November 2 regular meeting were reviewed
: and unanimously approved after a motion by Alderperson Bridges
: and seconded by Alderperson Wilson.
! The Operations and Paid Bills Reports were reviewed and
: unanimously approved after a motion by Alderperson Flores and
; second by Alderperson Bridges.
A motion was made by Alderperson Beavers, seconded by
Alderperson Landry and unanimously approved, to accept the
! resignation of Maedell Long as a permanent member of the
‘ Library Board. Her replacement will be considered in January.
; Council approved Ordinance #362, which (1) authorized two stop
: signs at the intersection of West Front St. and First St. (2) pro-
• vided enforcement authority for all existing traffic signs and
: markings existing in the City and (3) provided a maximum penalty
! of $200 for violations of the traffic signs and markings. The stop
: signs on West Front St. and First St. are being installed as a result
• of the new Post Office. The traffic patterns at this intersection will
‘ change significantly. Bridges made the motion and Flores sec-
onded. The motion was unanimously approved.
The City Manager reported on the following:
: 1. The contractor performing the work on the clarifier at the
* ! water plant has experienced "ground water" problems, but should
; continue with the dirt work and concrete work next week. Con-
; struction time is 180 days.
2. The Annual Parade of lights was very successful again this
: year. The City took a more active role with the Chamber of Com-
: merce than it has in past years. There were a total of 34 entries.
; The CM acknowledged the help and support of many groups
’ including TxDot, the Sheriff and his deputies, the Volunteer Fire
Department, EMS, the EDC, the City office staff, and the many
clubs, organizations and businesses. The CM also acknowledged
. the work of the city employees Darrell Wilkins, Ronnie Kiser, and
Ronald Cagle for the design and construction of the Christmas tree
: downtown where the buildings were burned.
3. Pumping from the river continues and the reservoir should be
full shortly after the first of the year.
. 4. LCRA has completed the survey work of the main electrical
: lines from the substation into town. They are in the process of
developing the plans and specifications for the replacement of the
lines, which will be ready after January 1.
5. There is nothing new to report on the reconstruction of the
. Family Dollar Store. A decision has been made to rebuild, but the
CM did not have any additional information.
6. Development of the City of Goldthwaite Park Plan is progressing
well. The Plan is currently in draft form. A public hearing on the Plan
will be held after the first of the year.
' 7. A meeting with the Red Cross in Brownwood was held on Wed.,
December 6. The Red Cross representatives discussed the ways they
could assist with disaster relief in Mills County. Those attending
. included David Schwartz, Jim Bowie, Doug Storey, Randy Wright,
Tammy Keeter, Joe Brooks, and Bobby Rountree.
8. The CM has submitted the information requested by the U.S.
Justice Department regarding annexations since 1970. Twenty
separate ordinances, with minority population estimates were
„ provided. A response is anticipated within 30 days.
9. The City has not received a final determination from the
Environmental Protection Agency regarding the contaminated soil
located on city property at the Priddy Road warehouse. If the EPA
does not contact the City before the end of this month, disposal of
the contaminated soil can begin. The preliminary cost estimate for
disposal is approximately $30,000.

businesses are not entirely
new to town. Earlene’s has
moved to Fisher Street
from a different location
and added a deli, and the

The Goldthwaite Eagles par-
ticipated in the Marrion Tourna-
ment this past weekend. The
Eagles opened with a very tal-
ented Marrion team and fell by a
57-36 count.

Goldthwaite ISD Board hears
annual audit report at session
The regular meeting of the Goldthwaite ISD Board of Trustees
was called to order by Board President Tom Cody Graves at 6:00
p.m. on Monday, December 11, 2000.
The invocation was given by Member Jan Laughlin.
Roll Call- All members were present; Tom Cody Graves, David
Schwartz, Keryn McMahan, Jan Laughlin, Renee Miles, Charles
Miles and Ricky Stacy; Superintendent Jim Bowie and Business
Manager, Robert Berry.
Superintendent's Report-Jim Bowie, Superintendent of schools
gave a report on a New Technology Grant. This grant will provide
for automations for the Elementary Library. Over the past three
years, Goldthwaite has been the recipient of two grants at the
High School, one in the Elementary and a grant that provided for
automation of the libraries at the Middle School and High School.
The Superintendent explained contingency plans in case of bad
weather conditions.
Audit Report-The district's auditor Burl Lowery presented the
annual audit report for the 1999-2000 school year. No recommen-
dations were contained in the Auditor letter. Superintendent, Jim
Bowie, discussed the effort that was made this past year in han-
dling activity accounts. He indicated even though there were no
reports of problems, the district will most likely require principals
to co-sign checks on these activity accounts.
The Board approved the nominees to the Mills county Appraisal
District for 2000-2001. The new board members approved were
Ted Crumley, Mills County; Ron Laughlin, GISD; and Shirley
Duncan, Star ISD. Motion to approve slate of board nominees was
made by Charles Miles and seconded by David Schwartz. Abstain-
ing were Jan Laughlin and Keryn McMahan.
The Superintendent explained a proposal for the Bloodborne
Pathogen Policy which must be approved by January 1, 2001 in all
school districts. The Superintendent explained that all employees
would be covered by the plan; requiring the immunization consist-
ing of these shots or signing a disclaimer form refusing to take the
series of Hepatitis "B" shots. In-service will be provided to all
employees annually under the direction of the campus principal.
The Board approved the contract with the U.S.D.A. Commodity
participation for 2000-2001.
The meeting adjourned at 6:50 p.m.
