Act of 2005, will provide up
to $10 million in assistance for
producers in counties declared
disasters by the President in
2004 due to hurricanes.
USDA’s Farm Service
Agency, who will administer
the program, will announce
the sign-up period for the pro-
gram after the comments have
been reviewed and the
program’s regulations final-
ized.
The proposed regulations
for the 2004 Dairy Disaster
Assistance Program include; •
1) Not to include an adjust-
ment to a producer’s calcu-
lated production losses in the
eligible months for cows
added to the milking herd in
order to make up for per-cow
production decreases resulting
from a hurricane.
2) Basing payments on the
reduction in the amount of
production marketed, includ-
ing any dumped production,
which can be verified.
3) Additionally, the pro-
posed rule states that if the to-
tal amount of available fund-
ing ($10 million, less any re-
serve established to account
for disputed claims) is insuf-
ficient to compensate eligible
producers to eligible losses,
then USDA’s Commodity
Credit Corporation (CCC) will
pay losses at two levels in an
effort to more equitably dis-
tribute the limited funds and
maximize the effectiveness of
the program.
4) In case of inadequate
funds for all eligible losses,
CCC will calculate each
operation’s percentage overall
quarterly percentage reduction
for the full August - October
period from the calculated

supply of Feeder Steers and Heifers. Feeder cattle accounted
for 55% of the sale and Slaughter cows and bulls accounted
for 45% of the sale. In the feeder supply, 60% were steers
and 40% were heifers. Sale results: Cows: utility, 53-58; few
high dressing, 62; cutters, 50-55; canners, 40-48; old shell,
30-38; and stockers 65-70. Bulls: bologna, 62-65; few high
dressing, 68; stockers, 75-80 and utility, 48-55. Cow and calf
