BY CONGRESSMAN PICKLE
Budgetary reform legislation
which will restore Congressional
ability to limit and control Federal
spending will be among the first
measures taken up by Congress
when it reconvenes on September
Congress now lacks a mecha-
nism for monitoring and co-
ordinating the budget-drawing
process, and each of 13 annual
appropriations measures is con-
sidered by separate committees
Because no single group has the
authority to manage the budget as
it is being formulated, opportuni-
ties for reducing expenditures
often go unnoticed.
Proposals now before Congress
would create committees in the
House and Senate to receive
appropriations requests and as-
sume the responsibility for
combining them into a logical,
economical budget.
The committees, which would
share a professional staff of
economists and statisticians,
would establish yearly spending
limits for the total budget and for
each of the 13 spending categories.
At some point near mid-year, the
limits could be reconsidered and
adjusted according to developing
needs.

Budget control bills are under
committee consideration by both
Houses of Congress, and the
measures should reach the House
and Senate floors by October
In Spite of the Watergate furor,
the House has already passed an
impoundment bill which prevents
the President from refusing to
spend appropriated funds without
Congressional approval and sets a
firm upper limit on spending This
bill and a Senate impoundment
measure are now in conference
committee, and a final impound-
ment bill should reach Congress
shortly after the recess. An
effective impoundment law, cou-
pled with the budget committee
proposals would reinstate Con-
gress as the primary budget
controller and eliminate a piece-
meal spending policy that has
resulted in frequent overspending.

Lexington Man Injured When
Pickup Overturns Friday Night
A Lexington man was taken to slightly injured and taken to the
Lee Memorial Hospital in Gid- hospital by private car.
