City tells property owner to widen roadway
Don Armstrong
June 28,1928 - Sept. 2, 2008
Don Armstrong, age 80, passed away at his home on Tuesday,
Sept. 2,2008. Born in Columbus, Ind., on June 28, 1928, he was
the son of Herman and Ruth Barton Armstrong.
A resident of Boerne for 30 years, Don had been the owner
of Creative Craft Supply and active in the Boerne Arts League.
A veteran of the U. S. Navy serving in WWII and Korea, he
retired after many years of civil service with the U. S. Air Force.
His last assignment was at Richard-Gebaur Air Force Base in
Kansas City, Mo.
Preceded in death by his parents and sister, Jeanne McKenna,
Mr. Armstrong is survived by his wife, Mary; children, Dawn
Fulgham and husband Dan, Pat Armstrong and wife Mary, and
Dee Crabtree; stepdaughter, Michelle Wier and husband Tim;
grandchildren, Misty Thomas and husband Todd Brown, Ryan
Bender, and Nicholas Shriner; stepgrandchildren, Timothy,
Kaitlyn, and Camille Wier, and Mariah Brown; great-grandchil-
dren, Chandra Runge, Taylor Bender and Brandon Bender.
A memorial service will be held Friday, Sept. 5, at 3 p.m. at
Vaughan’s Funeral Home with Pastor Henry Schulte officiating.

Peggy Dressen, age 61, passed away on Wednesday, Sept. 3,
2008. Born in Tyler on Feb. 10, 1947, she was the daughter of
Sadrick and Charlene Rogers McDonald. A resident of Boerne
for over 20 years, she was also a member of First Baptist
Church.
Preceded in death by her father, Sadrick McDonald, and her
husband, James Dressen in 1999, Peggy is survived by her
mother, Charlene McDonald; children, Jason Dressen, Vicki
Fassnidge and husband Terry, and Nathan Dressen and wife,
Marty; grandchildren, Ryan, Megan, and Luke Fassnidge and
Ashley Dressen; brothers, Wayne McDonald and James Allen
McDonald; and sisters, Jeanette Fowler and Kathy Olsen.
Funeral services will be on Friday, Sept. 5, at 11 a.m. at First
Baptist Church with Pastor Mike Harkrider officiating. Burial

The owner of a parcel along
the Interstate 10 Frontage Road
will be required to widen a
200-foot portion of Johns Road
after a request for a variance to
Boerne’s subdivision ordinance
was denied.
Members of Boerne’s Planning
and Zoning Commission voted
unanimously Wednesday to deny
the request from property owner
Larry Strain, but did grant his
request for a variance to the
Kendall County 50-foot setback
requirement for commercial
developments.
Commissioners agreed with
the recommendation from the
city’s director of planning and
development, Chris Turk, that
the parcel is too small to be
developed with 50-foot setbacks.
They also agreed with Turk’s
recommendation to require the
property owner to widen the por-
tion of Johns Road that fronts the
development.
“If they don’t do it then the
public will have to do it, and the
public will have to pay for it,”
Turk said.
Typically, developers are
required to make those types of
improvements when developing
property so that the person who
benefits from the development
shoulders the expense, Turk
said. According to the city’s
master plan, any new commer-
cial developments along Johns
Road would be required to make
the same type of improvements
including sidewalks and curbs.
However, the city currently has
no plans to make those improve-
ments to any other portion of
the road, and the owner had
requested that he be allowed to
postpone the work in front of
his property until the rest of the
road is brought up to the same
standard.
Strain said that making the
improvements now will be a big
expense that includes moving
utility lines and that it would
be one of the few places along

The property belongs to the estate of Nancy Stein.
Stein had operated an antique shop in the building for many
years, and her children, who now own the property, are seek-
ing to have it included in the city’s downtown historic district.
According to family members, the house dates back to 1860.
Philip Bell, a member of the Landmark Historic Commission,
spoke at Wednesday’s planning and zoning meeting on behalf of
the family.
He said the family is opposed to office district zoning for the
property.
“This would limit the property and prohibit the use of an
antique shop,” Bell said. “This was not the original intent of the
request to rezone the property.”
However, Bell said that the family would be willing to put
deed restrictions in place to prevent any undesirable uses of the
property.
Boerne’s Director of Planning and Development Chris Turk
recommended the office zoning for the property, but said he
understood why the owners would not.
“Anyone in their right mind given the choice between a B-1 and
an 0 is going to chose a B-1 because it offers more opportunities
to develop the property,” Turk said.
In other matters the commission members:
• Recommended the City Council rezone 20 acres at 38400
Interstate 10 adjacent to the Northrup Park from highway com-
mercial to multi-family residential.
The was no public comment at the public hearing on the rezon-
ing request.
• Received a development plat for the proposed Griffin Nursing
home.
