retires; Pugh

Deputy Clerk Kay Pugh was sworn in Tuesday as the new Kendall
County District Clerk by 216th District Judge Keith Williams. Pugh
replaces Shirley Stehling, the only person to have held the post since
it was created in 1982.
Stehling submitted her retirement notice last week but is still on
the job, serving this week as a deputy to Pugh in the office where
Stehling has worked for her entire adult life.
“There is ajury trial going on and I decided to stay on and help out
this week,” Stehling said.
She said today would likely be her last day at the courthouse, where
she began working as a 19-year-old deputy clerk in August 1969.
Back then, Stehling said, the offices of county clerk and district
clerk were combined.
In February 1978, County-District Clerk Lorene Harz died and
Stehling was appointed to replace her. Stehling was elected in
November 1978 to the post, the first of eight four-year terms she
would be awarded by voters.
In January 1982, the offices of county clerk and district clerk were
separated and Stehling was appointed district clerk while Darlene
Herrin was appointed county clerk. Both were elected to their
respective posts in November 1982 and both have been re-elected
every four years since - seven times.
In Texas, district clerks function as the record keeper for district
and county courts at law, entering judgments at the direction of
judges and recording the legal filings of attorneys in matters before
those courts. State law gives district judges the authority to fill the
unexpired terms of district clerks when a vacancy occurs.
Williams said he was confident that Pugh has the experience and
the ability to do the job. He said Stehling has done a good job during
her long tenure and left the office in good order, assuring a smooth
transition.
Herrin said it was a bittersweet moment to see her longtime col-
league and friend retire.
“She has been really good to work with," Herrin said. “We’ve been
friends for 34 years and I’ve benefited from knowing her. She’s
taught me a lot and we’ve seen a lot of changes.”
Stehling also remarked about the many changes she has witnessed
during her 39-year career.
“We didn’t have computers back then, of course. In fact, when I
first started we didn’t even have a copy machine,” Stehling said.
She said when a customer wanted a copy of a court document,

symposium and forum will be
held Thursday, March 12, on the
Schreiner University campus in
Kerrville.
The topic will be "Forging
Partnerships to Address Complex
Water Issues in Texas: Obstacles,
Perspectives and Solutions." The
symposium will be at 7 p.m. at
the Floyd & Kathleen Cailloux
Campus Activity Center on the
Schreiner campus.

throughout the Hill Country for
the past two years and drawn
hundreds of citizens to come
together to learn and ask ques-
tions,” said Tom Arsuffi of Texas
Tech University and Hill Coun-
try Alliance. “Clearly people
care and want to be informed
and engaged in decisions that

generations.”
The panel of experts includes
Bill Ross, Schreiner University’s
Wilson Fellow; A.L. "Curg"
Starkey III, the great-grandson
of a founding father of Kerr
County, and David K. Langford,
who served as executive vice
president of the Texas Wildlife
Association from 1990 until
retirement in 2002.
The annual Texas Water Sym-
posium series is co-sponsored
by Schreiner University in Ker-
rville, Texas Tech University,
Texas Public Radio and the Hill
Country Alliance.
