way 46 East with North Main
Street near the I-10 intersection.
The proposed outer loop would
connect with the proposed north
connector creating a loop road
around the city.
The plan also calls for eight new
collector roadways including an
extension of Herff Road to I-10
and the extension of FM 1376 to
Honey Bee Lane.
Generally the plan encompasses
the city of Boerne and its extrater-
ritorial jurisdiction although, in a
few cases, some of the proposed
new roadway alignments spill out-
side of the ETJ.
The city’s subdivision author-
ity extends into the ETJ, but not
beyond.
Kendall County does not have
the authority to enforce right-
of-way dedication based on a
thoroughfare plan because the
state has not given that authority
to counties.
Turk said the alignments of the
two arterial roadways seemed to
draw the most comments and con-
cerns from people attending the
workshop.
City Manager Ron Bowman said
the city does not plan to build
any of the new roads described
in the thoroughfare plan. He said
new roads would be constructed
by either the Texas Department
of Transportation or private
developers.
“These roads can only be built
in these locations if the prop-
erty owner sells the property to a
developer,” Bowman said. “Prop-
erty owners have the right to sell
their property to whomever they
wish. The city of Boerne does not
have an active right-of-way pro-
gram in place and no immediate
plans to begin such a program.”
