Kendall County depends on Canyon
Lake water, but many ask if it can deliver

As the drought deepens and the water level
in Canyon Lake declines, concerns about the
reservoir’s capacity are rising.
Many are wondering if the lake can supply
water to dozens of purveyors as promised if
the drought continues. Even if the lake does
survive this dry spell, some worry about what
will happen in future droughts when the
demand for lake water could be twice what
it is today.
These are not idle concerns for Kendall
County residents, many of whom now drink,
bath in and cook with at least some lake water
every day.
The cities of Fair Oaks Ranch and Boerne
depend heavily on the lake for their municipal
water supplies. Both cities are getting about
a third of their water from the lake this sum-
mer and that percentage increases sharply in

tax rate

Kendall County commissioners
voted 5-0 Monday to keep the
countywide property tax rate at the
same 37 cents per $100 of assessed
valuation even though doing so
will generate significantly less
additional revenue than in past
years.
Tax Assessor-Collector James
Hudson told commissioners that,
for the first time in more than a
decade, property values have flat-
tened and the rate of increase in
values from new construction has
declined.
“The increase in property values
came to a grinding halt this year,”
Hudson said. “This is the first year
we’ve seen that in a long time.”
As a result, Hudson said keep-
ing the tax rate at 37 cents will
increase revenue from properties
that were on the tax rolls last year
by only 1.34 percent. In recent past
years keeping the tax rate the same
has resulted in much heftier rev-
enue increases, sometimes pushing
close to the 8 percent rollback
level.
Commissioners will hold two
public hearings on the proposed
rate; the first at 9:20 a.m. on Aug.
24 and the second at 6 p.m. Aug.
31. Both public hearings will be
held in the meeting room on the
third floor of the Kendall County
Courthouse.
Hudson said the effect of Mon-
day’s action is that commissioners
cannot set the tax rate higher than
37 cents without having another
vote, re-publishing notices and
holding additional hearings. He
said commissioners could lower
the rate without additional notices
and hearings.
Commissioners also voted to
allow discussion and comment
on the proposed county budget
at the public hearings. The pro-
posed budget will be available in
the Kendall County Clerk’s office
beginning Friday.
Court members met in closed ses-
sion Monday afternoon to discuss
personnel matters in 14 county
departments and offices as part
of the summer-long budget-setting
process.
Hudson and County Judge Gay-
lan Schroeder warned that next
year’s tax revenue situation could
be even more difficult than this
year’s, because property values are
likely to remain flat and additional
value from new construction is
likely to be even less than the $188
million of new taxable value that
was added to the rolls this year.
