Historic designation application nearly complete

The Boerne Historic Landmark Commission’s
work on the city’s application for Certified
Local Government status is almost complete,
commissioners learned this week.
The Certified Local Government Program, or
CLG, is a local, state and federal government
partnership for historic preservation designed
to help cities and counties develop standards
to protect a wide range of important historic
properties. The Texas Historical Commission
administers the program at the state level and
the National Park Service is the responsible
federal agency. CLG grants are available to
participating cities and the designation can be

Boerne
PD makes
sure crime
doesn't pay

It’s not very glamorous and it
wouldn’t make an exciting episode
of “Cops,” but two of Boerne’s
school resource police officers
spent the summer clearing more
than double the number of war-
rants typically cleared.
And they did this without chas-
ing down a single bad guy or
pulling out their gun.
For seven weeks this summer,
officers Hector Hernandez and
Jason Abbott made hundreds of
phone calls and tracked down
hundreds of people who owed out-
standing traffic fines and court
costs. Between the two of them
they collected $36,936 in old fines
and fees.
“We’d rather not have to go arrest
anybody if we don’t have to,” said
Boerne Police Chief Gary Miller.
“But, most of the people who owe
these fines are not in Boerne.”

City budgets

for 2009-10

on the proposed tax rate and bud-
get, Boerne City Council members
did learn about revisions necessary
after the appraisal district certified
the tax roll.
Budgeted property tax revenues
decreased by $27,715 due to
new tax exemptions and property
appraisal protests, Finance Direc-
tor Sandy Mattick reported. New
state legislation allows a total
property tax exemption for veter-
ans who are 100 percent disabled,
which accounted for a portion of
the decline, she noted. In addition,
other reductions were due to prop-
erty value protests.
The city’s proposed $60.9 mil-
lion budget is based on keeping
the same tax rate of 44.22 cents
per $100 property valuation. The
council will vote on the tax rate
and budget Sept. 8.
Mattick reviewed other changes
since the council first saw the
proposed budget, including adjust-
ments in expenditures related to
construction funds and transfers
and additions in the general fund
and the parks fund.
In the utility fund, adjustments
were made to reflect changes in
the proposed rate increases. Rate
increases for electricity and gas
service are lower than originally
proposed. The proposed rate
increase for electricity was low-
ered from 4 percent to 3 percent
while the proposed rate increase
for gas dropped from 7.5 percent
to 5 percent.
Wastewater revenues were
increased to reflect a change in the
proposed rate increase from 4 per-
cent to 15 percent. Mattick noted
the increase will add $270,000 to
the capital reserve fund and the
debt service schedule was adjusted
accordingly.
Water department revenue figures
were increased based on current
