Transportation plan debuts at joint council, P&Z session

Staff Writer
A draft transportation plan was presented
to the Boerne City Council and the Plan-
ning and Zoning Commission in a joint
meeting last week.
At the workshop a traffic engineering
consultant presented a macro-level over-
view of the processes and methodologies
that were used to develop the plan.
In the question and answer period that
followed, many councilmen and planning
commissioners seemed eager to move on
to the micro-level details of the plan that
some say is long overdue.
Councilman Bob Manning and P&Z
Commissioner Paula Hayward pointed out
an apparent inconsistency in the presenta-
tion by traffic engineer Heidi Ross of the
engineering firm HDR.
They noted that Ross’s statements that
the plan “is not a document identifying the
alignment of any future roadways” con-
tradicted another statement she made that
the Texas constitution and the state’s local
government code give cities the authority
to require that subdivision plats conform
with plans for the extension of streets and
highways.
Manning and Hayward were drilling to
the core element of the plan: the ability to
use the plan to require right-of-way dedi-
cations from developers.
“You can’t have it both ways,” Hayward
said to Ross. “We have a lot of smart peo-
ple in this community and it’s not going to
work if you say it that way.”
Councilman Rob Ziegler pressed Ross
for details about specific strategies that
could be used to deal with the increased
traffic congestion and the decline in the
level of service on many roadways that her
study predicts.
Noting that Main Street in the downtown
area congestion is predicted to worsen
even if new roads are added, Ziegler asked
Ross “How do we keep it from getting any
worse?”
Ross answered that there are opera-
tional improvements, like signal timing
and elimination of driveways, that could
help but she said the transportation plan

Zoning amendments address
outdoor lighting, other issues

Zoning amendments unani-
mously approved last week by
Boerne City Council members fall
into six major topics ranging from
easing restrictions on the size and
location of day care facilities to
increasing restrictions on hilltop
developments and lengthening
the terms for planning and zoning
commissioners.
The changes include:
Restricting the hours of operation
and lowering the maximum height
of lights in commercial parking
lots adjacent to residential areas.
Removing the restriction on the
size of daycare centers in business
zoning districts and allowing day
care facilities with more than six
children as a home occupation
in R-3 zoning districts with city
council approval.
Restricting the minimum lot size
to 1.5 acres in areas with eleva-
tions between 1,500 and 1,600 feet
above mean sea level and estab-
lishing a minimum lot size of 2.5
acres above 1,600 feet to prevent
leveling hilltops similar to what
has occurred in recent years in
northwest Bexar County.
Allowing the planning and zoning
commission to waive requirements
regarding the orientation of garages
in single-family developments in
certain circumstances.
Clarifying and re-wording defini-
tions and procedures related to tree
preservation.
Changing the length of terms foi-
planning and zoning commission-
ers from two years to three years.
A second reading of the ordi-
nance enacting these changes will
be considered at next week’s coun-
cil meeting. More information

Mayor extends apology
following dispute over
footbridge proposal

Mayor Dan Heckler opened
last week’s Boerne City Coun-
cil meeting with an apology to
council members and the com-
munity at-large for comments he
made during a heated debate in
December over a proposed grant
application for a pedestrian bridge
over Cibolo Creek.
“Please accept my apology for
any cruel comments I may have
made,” Heckler said. “I will be on
alert to make sure it doesn’t hap-
pen again.”
At the December meeting, coun-
cil members voted 3-2 in favor of
a resolution to submit the grant
application for nearly $1 million in
federal stimulus funds. However,
using authority given to the mayor
by the city charter, Heckler vetoed
the council’s action.
Although the charter also gives
the city council the ability to
override a mayoral veto with a
supermajority vote, in this case the
veto effectively killed any opportu-
nity to apply for the giant because
the Texas Department of Trans-
portation’s deadline for applying
for the grant funds passed before
the council was scheduled to meet
again.
Still, council members voted 5-0
last week to override Heckler’s
veto.
