AUSTIN, April 2- t.VPt Four
bills passed at the recent legislative
session were held unconstitutional
today by the attorney general' de-
partment in response to queries
from Governor Dan Moody before
whom the measures awaited ap-
proval.
They included the appropriation
of .v30,000 to take care of an over-
flow school enronincnl in the Bord-
er school district.
The Borger school bill was held
.constitutional because the ap-
propriations carried was not based
on general census figures, but only i
on an Informal recapitulation of in-1
creased enrollment in Burger's in-
dividual ease. Appropriation was1
nought on claims that the number
of school children at Borger had

census and that per capita funds
based on that census were entirely
inadequate.
