been changed, and the change will
affect the amount to be paid by
almost every county
Factors to be considered in ar-
riving at the index are set by
law On a 100 per cent basis.
20 per cent is the assessed val-
uation of property in the county:
scholastic population is weighed
at 8 per cent; and four "income"
factors make up the other 72 per
cent
These are agriculture — value
of products sold; value added by
manufacturing — selling price
minus cost of raw materials; val-
ue of minerals — selling price
of crude oil, etc. (here’s where
the change comes in : and pay-
rolls of wholesale, retail and serv-
ice businesses as taken from

Thus a rise in the county index
would be a "mixed blessing" in
this respect it would mean the
county taxpayers would have to
pay a bigger share of the basic
school costs, but it would also
mean a healthier county economy.
