Review of Financing Plan
For Volta Project Slated
By JERRY T. BAULCH
WASHINGTON (AP)—A review
of U.S proposals to help finance
the big Volta Dam project in
Ghana will be started next week
by a team headed by Clarence
Randall, president of Inland Steel
Corp., the White House an-
nounced Friday.
The review ordered by Presi-
dent Kennedy had been reported
in the works for weeks, despite
pressure from Ghana's President
Kwame Nkrumah for a
The move was described as a last- tribution from Ghana, and the
minute checkup on details rather
than any U.S. backing off from
participation.
J. W. Gildner, assistant White
House press secretary, said the
project is so big and complex that
"it is desirable that a last final,
hard look be taken, at the econom-
ic feasibility." Also, be said, some
internal problems of Ghana need
to be considered

Britain also is involved in the
complicated proposal for the pro-
ject—which will cost at least $325
million. U.S. government loans
discussed so far total about $133
million, Gildner said, along with
some help with private financing.
The White House said Randall
will leave next Tuesday for Accra,
Ghana. He will be accompanied
by Abram Chayes, State Depart-
ment legal adviser: and Harry
Shooshan, an executive of the De-
velopment Loan Fund
Randall has helped the govern-
ment in many missions and was
a special assistant to former
President Dwight D Eisenhower.
Pierre Salinger, White House
press secretary, would not com-
ment on whether the U.S. review
was related to Nkrumah's fre-
quent criticism of U.S. policies.
At the recent Belgrade, Yugo-
slavia. conference of 25 neutral
nations. Nkrumah appeared to
follow the Moscow line on Berlin,
the division of Germany and other
world issues.
Gildner told newsmen there has
been no change in the situation
since Kennedy wrote Nkrumah
June 29 that all major issues in-
volved have been solved.

the craft. She is too light to maintain proper balance
of the helicopter when the craft is loaded with gaso-

the teddy bear with buckshot. Mrs. Caspersen is a
flight dispatcher at a suburban airport. She is Min-
