Texas Department of Criminal Justice is accepting applications for the following medical
positions located at the new Briscoe Unit in Dilley, Texas.
In the period of absence of this
article the Post Membership has
grown to just short of 80%. To
replace the death loss and the
dropouts in our roster the Post
will need about ten additional
members. This excludes the de-
linquent members on the roster
at the present. According to the
"scuttle-but" from Austin the old
year ended on December 31. If
you have not paid your dues as of
now you are draging your feet.
And should you receive a "past
due" notice look at your card and
be sure that it is not a 1992 card.

Dilley - The old year has been
placed in moth-balls and stored
in a safe but not prominent place.
The autopsy has been preformed:
the report hashed and rehashed
now every thing is stored for his-
tory and posterity—we hope.
During the month of Decem-

vehicle accident at mile marker

One of the projects the Post
and Auxiliary Unit sponsored and
produced in the past years- this
will be the fourth—is the Health
Fair. Several people have asked
about it and w hen the project will
be put on. Several new activities
have been planed and will be of
good to the community. Do you
have some activity you would like
to be incorporated in this proj-
ect? If so talk to the Post Com-
mander, the Post Adjutant, the
President of the Auxiliary or just
about any member; all of these
are anxious to find new fields for
this project.

The Community Children’s
Christmas was considered one of
the best held and only a few re-
finement will be done to shape
the 1992 project. This project is
one of the grand projects this
community has hatched. Now is
the time to review the problems
and projects of the past year and
sort out those to be reproduced in
this year.
On December 7 the fire de-
partment had their third call at
8:44 a.m. Fire units were dispatched
to the Hilltop Subdivision in ref-
erence to a structural fire. When
fir units arrived at the scene, they
discovered that the trailor house
was in full bloom. The house and
contents were a total loss.

Dorothy and Norval Cummings
celebrated their golden wedding
with a reception at Frisch Auf!
Valley Country Club December
15, given by their children, Karen
Tindall of Ft. Walton Beach,
Florida, Ron Cummings of Ft.
Worth and Larry Cummings of
Arlington.
The Cummings renewed their
wedding vows at 4 p.m. at the
Travis Street United Methodist
Church with the Rev. John
Nicholson officiating. Prior to the
ceremony music was played by
Marge Shelton at the piano and
Vernelle Vanek at the organ. The
three Cummings children attended
their parents during the ceremony.
Mrs. Cummings wore a royale
blue floor length gown. A double
strand of pearls with a diamond
drop was her only adornment. She
carried a white Bible belonging to
her daughter.
Following the ceremony the
family and out-of-town guests were
served dinner at the Country Club.
Guests at the reception were
registered by granddaughter Terri

was on December 2 at 6:53 p.m

fire near a flare at a tank battery.
Fire was caused by oil being blown
out of the flare.
Dilley surely experienced the
best year in history during 1991.
The oil boom wasstill in full force
as the year began, playing a big
part in boosting sales tax revenue
to a record high. In may local
voters elected to increase our sales
tax by one-half of one percent.
We also began collecting a Hotel-
Motel tax that will be used to
promote our community.
The big story in 1991 was the
construction of the Dolph Bris-
coe Unit of the Texas Depart-
ment ofCriminal Justice. The city
was responsible for the water, sewer
and gas systems that serve the
prison. All of Dilley’s obligations
were completed ahead of sched-
ule and well within budget. Many
locals were employed during
construction and several have
already been approved for cm-
ployment with the prison system
when it opens in Febuary. Thou-
sands of dollars have been pumped
into our economy during the past
eighteen months by over 300
construction workers. Dilley is now
looking forward to the coming
o9f 317 permanent prison employ-
ees whose 6 million dollars an-
nual payroll will continue to boost
the South Texas economy.
A great deal of emphasis was
placed on youth programs last year.
The D.A.S.H. Program enrolled
over 200 youngsters during the
spring enjoying special programs,
games, educational classes, snacks
and several educational challenges.
The D. A.S.H. program employed
24 High School students as coun-
selors. The summer program of-
fered fifteen mini-camps includ-
ing basketball, baseball, horseback
riding, arrow-head hunting, T-shirt
painting, karate, small engine
repair, swimmingand computers,
the Youth Park received a com-
plete work-over. The pool was
painted, new restrooms and con-
The Delegates to Boy State will
have to be selected in March. That
means that the list of Juniors will
have to be studied and several

events for a young man in our
school system. Very few men re-

few weeks following the adjust-
ment period, callers will hear a
recorded message instructing them
to dial the new code. Although
these transition periods have been
established to help callers who
forget to dial the new 210 area
code, callers should begin using
the 210 area code for all numbers
in the new area November 1,1992.
More information will be pro-
vided as the conversion nears.
Ea rly plan n i ng for t he area code
change allows customers more than
a year to plan for new stationery,
business cards and ( iher printed
materials. Also, any programmed
phone features such as.speed call-
"ing numbers, fax numbers, PBX
and PABX numbers, pay phones,
automatic calling devices and
cellular phones may need to be
reprogrammed.
The following GTE exchanges
will switch to the new 210 area
code: Blanco, Boerne, Charlotte,
Del Rio, Dilley, Floresville, Freder-
icksburg, Gillet, Gonzales, Gran-
ite Shoals, Johnson City, Jour-
danton, Kosciuski, La Feria, Lav-

is beautiful.
In all the celebration of the
Christmas Season and the New
Year the average person is incline
to forget the MIAs and POWs.
The evidence that a Russian
Officer interviewed prisoners well
beyond the years brings hope that
the MIAs and POWs are in the
jungle slave labor camps. Here,
again, our elected representatives
should remember that the Ameri-
can Youth has a great insentive
for survival.
The political situation in our
State is in great termoil, redis-
tricting; limited terms; quiting one
job to take another to circumvent
the limitations: having an assis-
tant be appointed into the un-
filled position. Is that the way the
law is ment to work?
This all leading up to the fu-
ture event of the next election to
be in March or April when the
adjustment can be accompolished.
Along in that lead-up is that you
and I will have the opportunity

The good rains have given us
some beautiful picture to see—
these very dirty pick-ups and cars.
Also some very slushcy roads; it
has been a long time since our
road from our gate to the highway
because of the liquid mudd. But it
mings 25th wedding reception.

fels.

cake with white frosting. Punch,
coffee and cake were served by

cession area were completed, an
dance slav and two beach volley-
ball courts were added, twenty trees
were planted and a miniature golf
course is planned for 1992.
Throughout the summer over 30
youngsters were employed as life
guards, instructors, painters, art-
ist, concessionaires and grounds
keepers. Over 100 of our kids
enjoyed the park each night dur-
ing the summer without one single
bad incident. In September Todd
Shafer was hired as City Parks &
Recreation Director to spearhead
even bigger and better youth
programs in 1992.
The City Tax Department was
eliminated when we contracted
with the Frio County Tax Ap-
praisal District resulting in a
S12,000.00 annual savings to the
city. Garbage Gobbler was con-
tracted to handle all our solid waste
disposal which will eventually lead
to a very substantial savings to
local taxpayers. These savings
combined with increased revenues
enabled the City Council to lower
advalorem taxes by almost 30%
making our city taxes the lowest
in South Texas.
We have recently received
funding approval for drilling a new
water well on city property near
the prison site. Upon its comple-
tion we will have four wells all
tied together through a fail-safe
system that should eliminate the
water shortage that was experi-
enced the past two summers. The
water plant filtration system was
completely replaced and over tho
miles of water mains were added.
We would like to thank all the
people who made a positive year
for the City of Dil ley by donations
of personal time, for office space,
easement of right of way, and
material used on several projects.
We are very grateful to you.
DILLEY - On Novcmberl,
1992, the 512 area code will split
into two area codes - 512 and
210. Austin, Corpus Christi and
surrounding areas will remain in
the 512 area code, while San
Antonio, Rio Grande Valley and
surrounding areas will acquire the
new 210 area code.
The new area code was estab-
lished due to an almost-exhausted
supply of possible telephone pre-
fixes within the 512 area code.
Customers in both the 512 and
new 210 area codes will keep the
same seven-digit telephone num-
ber that they currently have. The
change will not affect long-dis-
tance rates, although there may
be some changes in long-distance
dialing.
The change-over will take place
in two stages. Telephone compa-
nies will provide a six-month
"permissive" dialing period from
November 1, 1992, until May 2,
1993. During this permissive pe-
riod, calls incorrectly dialed to
the 512 area code automatically
will be switched to the correct
number in the 210 area code.
The six-month permissive pe-
riod will give callers more time to
fjust to the new area code. Fora
Our next regularly scheduled
business meeting will be held on
Thursday,Febuary 6th at 7:000 p.m
at the Avant Building any inter-
ested parties are welcomed to join
the meeting.
Thanks
