ODDS AGAINST ANOTHER WAR
Introduction.
This subject is a controversial one and will lead to lively discus-
sion, not only in the orientation period but will carry over into other
discussions. The basis of the outline is on article published An Harper’s
Magazine, August 1945, "Odds Against Another War", by John Fischer, and
does not necessarily represent the views of any individual except the
author, Mr Fischer. The article deals with the emergence of Russia and
the United States as the world’s two super powers. The question of
peace or war during the next twenty or thirty years will be determined
by the foreign policy of these two nations and their relations with
each other. The article is a sene, unbiased presentation ci what Fischer
believes to be the basic problems facing our own government and that
of Russia and the solutions for them. Although written before the end
of the wary its implications are not changed. The atomic bomb serves
to emphasize the importanue of the topic. The article is reproduced and
an outline for guidance is furnished.
OUTLINE
‘ 1. The Present Situation.
a. The San Francisco Conference
(1) Did not build a world peace.
(2) Built an arena in which international conflicts might
be compromised.
b. Russia and the United States have emerged as Super Powers.
(1) Are the only ones who possess resources to wage a. global
war.
(2) Any vcrld conflict will be between them.
(3) A world wer cannot be f ught if these two nations can
settle their differences amicably.
c. Russia' and the United States are eceh building a regional
security system.
