Brains are nothin? in comparison
with management for pushing politi-
cians up the ladder of promotion.
Management and wire pulling in
wards and precincts rules the politi-
cal roost and principles and brains
are forced to “play second fiddle”
and to dine off ot the scrap and rem-
nants of the feast.
According to the old proverb every
human being eats a peck of dirt dur-
ing his life but ne takes it in homo-
epathic quantities. The citizens of
San Antonio have to skirmish and
dodge to keep from swallowing a peck
of dust every day. A street sweeping
would lessen the evil very much.
Each revolution carried on by force
of arms is the germ ot another uphea-
val. It incites ambitious men to
combine in order to attain to supreme
power and to involve their country
in civil war that they may gratify
their ambition.
Without stable government and
respect for constitutions and laws
law and order are impossible and
without law and order private and
public prosperity are out of the ques-
tion.
Oue half of Texas newspapers are
too large in size for the patronage
they receive. In order to occupy this
unneeded space all sorts of typo-
graphical make-shitts are resorted to
and the public get a blanket of a
newspaper with only islands of read-
ing matter dotted over it.
It is not the immense size of a
newspaper that counts out the ful-
ness variety and excellence of its
con ten ts.
The newspaper Is now ten fold
more potent a factor iu moulding
p u blie opinion than the ablest and
most eloquent oratar in the union.
No man can read a newspaper 365
days in succession without insensi-
bly imbiding the ideas put forth in
the paper. There is a silent seepage
of ideas from the newspaper into the
minds of its readers.
Has a single uninsured house yet
caught fire? Houses not insured are
somehow nothing like so combusti-
ble nor so apt to take fire as those
covered by insurance.
The autumnal fights for women
have opened iu quite a dashing
style and in all of them a man was
the cause of the row.
The man. or woman who boasts of
being right always is a fool of the
first grade and is unfit for compan-
ionship.
The persons of the I-told-you-so
genus are absolute nuisances In so-
ciety and should wear a placard ad-
vertising their calling of prophets
after the fact so people could dodge
them.
Men of shallow brains and gigan-
tic vanity boast of their profligacy
and vices into o der to show they excel
in something. That sort of excellen-
cy resembles the flavoring extract of
the skunk.
Exercise cheerfulness and laughter
dispense with the prescriptions of the
doctor.
Enpassant the courts have decided
that as a patient pays the doctor and
the druggist tor the prescription it
rightfully belongs to him and that
he can claim b's possesion of it.
The sidewalks belong to the public
and merchants have no right to keep
halt their goods ou the sidewalk on
any public street to the Inconvenience
of the public.
It is a singular thing that Demo-
crats in the northern and western
states are not pitching into the sub-
treasury very vigorously. They im-
agine that in those states the third
party is largely composed of Republi-
cans. and naturally they wish them
to remain iu it.
It sounds oddly to read in the tele-
gram. that the farmers in Alabama
are waging war on oats.
Presidents are nominated from the
doubtful; states. Availability is in
greater demand than ability exper-
ience statesmanship and weight of
character.
It is a mystery wny so many edi-
tors select so many out of the way
aud uninteresting subjects for their
leaders. Is it because the srealing of
them is more difficult of detection?

What caused Charley Edwards to
abandon the helm of the Statesman
so soon after assuming it? Was he too
daring a navigator for the pockets of
the paper?
MILITARY NOTES
The 23d infantry band will give
their regular concert at the Military
Post tonight.
The following named prisoners
were sent to Ft Leavenworth. Kan.
this morning Weber Ort Flanery
Schmidt Wald aud Grant. They
were in charge of Lieutenant Russel
and the following enlisted men: Corp.
Ryan F Co. 23d Inf. Private Grans
C company 23rd Infantry Private
Kilduff' A company 23rd Infantry
and Private Merster I troop 3rd Cav-
alry. There were six prisoners sent
most of whom were in for desertion.
Three new recruits arrived at Fort
Sam Houston yesterday. They are to
be sett to B company 23rd
Infantry which is stationed at
Ft. Bliss Texas. They were enlisted
by Capt. G. A Goodale regimental
recruiting officer who is at Fort
Worth. The following are the names
of the men. Wm. Dickey J. P.
Tucker Wm. R. Tyree.
Miss Gertie Clark has returned
home from New York.
Two prisoners were placed in the
guard house at Fort Bam Houston
yesterday. No arrests were made
Saturday.
Private P. Roth battery F 3rd ar-
tillery who is now on furlough will
returnon about the 28th inst. when
h s furlough expires. He will then
apply for his discharge.
Sergeant Schmid has returned to
bis duties at battery F. 3rd artillery
and has settled down to hard
work. While out on furlough
he made a trip to Europe and
visited England Germany France
and Italy. He says the old country
is very good but the new is better.
The 3d cavalry and 23d Infantry
base ball nines will play for the best
two games out of three for a wager of
$250 a side. The game is to commence
next Saturday at the San Pedro Base
ball Park if that place can be pro-
cured. The cavalry boys beat the in-
fantry on the fourth of July and the
infantry men are not satisfied with
that but want another go.
The quarters which were occupied
by H troop 3d cavalry look lone-
some since that troop left. It is not
known when A troop 3d cavalry
which is to occupy them will arrive.
RATTLED OFF THE KAILS
The Monterey and Mexican Gulf
railroad people nave finished shipping
construction material to the front.
They have everything at the end of
the track to complete the work at
Tampico.
Their new depot in Monterey is
nearing completion and when fin-
ished it will be the handsomest in the
republic. This read is doing a large
passenger business.
The old ticket case which was in
the I. &G. N. ticket office has been
sold to the 8. P. company.

It will be seen that the revenue
from all sources fell short of the re-
quirements to wit: To cover twelve
notes $20000 each money borrowed
of the bank for current exnenses
$240000; Grandjean property $35000;
interest and sinking fund $61076.76;
or a total of $336076.76

The sinking fund was calculated at
2 per cent but 10 per cent was re-
quired on a portion of the bonds.

Such is the condensed statement of
our city finances for 1890; showing an
actual deficit of about $lOOOO. Now
let us look at 1891.

To increase the revenue without
raising the rate of taxation a gross
deception was practiced by the city
administration. The taxable values
raised by the so called equalizing
board from $21456755 to $27510345.
The ra eof taxation upon this basis
was fixed at $l.lO towit: general fund
90 cents sinking fund 10 school 10;
which should yield $302613.00. Add
to this revenue from other sources
$74959 or a total revenue of $377572.-
00 or a shortage of something like
$63000.00.

The sinking fund is calculated upon
a bonded indebtedness of $1214500 at
2 per cent.

Let us see what is done with this
immense annual income of $377512.
The budget ot expenses amounts to
$440524 30.
The total appropriation for the fiscal
year is $440524 38. This amount is ex-
clusive of the regular $50000 improve-
ment fund derived from bonds. Or In
round figures we are spending half a
million dollars a year without asking
any permission to do so and what do
we get for it.

The budget discloses some startling
facts in connection with actual ex-
penditures for instance the appropri-
ation tor parks is $l6OO aud the ex-
penditures are far in excess of this
amount already.
That we have the most extravagant
badly managed city government in
the country is plain to be seen by
comparing the cost with the result.
The people have only to fix in their
mind the sum total of our revenue
for this year $377572 00 to under-
stand the magnitude of the bill they
are called on to pay to run this city
machine.

And when their eyes rest ou block
paved streets or macadam roads to
remember that every foot ot such
work has been done with money de-
rived from the sale of bonds and not
included in the expense bill set forth
above.

And it must not be forgotten that
we have also the additional bill of
about $75000 to pay for the new city
hall this year—the worst managed
public job in the annals ot public job-
bery.

The people can only exercise pa-
tience refusing all further loaus
until the day ot deliverance at the
ballot box.
Special Attraction.
The famous duettists the Great
Rodolphes; will make their first ap-
pearance at the Bella Union tonight.
These people come very highly recom
mended and a most pleasing enter-
tainment is vouched for by the man-
agement.

CITY COURT.
Twenty-three cases were brought
before the recorder this morning and
$lOl in fines were assessed. Six
cases were dismissed and one was
continued.
Agnes Johnson keeping bawdy
house without license dismissed.
Willie Ward for fighting and va-
grancy will be tried tomorrow and
Bam Rose will also be tried tomorrow.
Mre. L. Cornelius fighting $7.
James Grady drunk aud disorder-
ly was fined $6.
T. Rios disorderly continued.
E. P. Purdy drunx and disorderly
7 dollars.
Rev. Jas. E. Holmes was fined $25
this morning for discharging fire
arms. He thought some one was
going to set fire to hie church which
has been done twice recently and
commenced firing about in the brush
to show he was armed. The church
is situated near the Southern Pacific.
It is a negro church and several at
tempts have been made to fire It. Bo
the reverend gentleman cannot be
blamed greatly for carrying a gun
though as tuejudge put it “there Is
no use of bis killing everyone in the
neighborhood every time he gets
seared at the least little sound. Peo-
ple must pass the church but every
time they do so they are running the
risk of being shot. Henceforth Mr.
Holmes will probably leave his gun
at home.
