Judge Clark is warming up to hie
work and already the air is becoming
too sultry for Hogg’s comfort.
The Spanish senate approves the
commercial treaty with the United
States by a vote of 90 to 50.
Gladstone and his followers are
making it particularly interesting for
Balfour and bis conservatives in the
English house of commons.
The manner in which Mills is
sweeping the state does not please
the democratic journals at the state
capital.
Politics in Texas like the fruit
trees blooms early and full this year
but is liable to a blighting frost before
the present promise of fruit meets Its
fulfilment in the matured crop.
The piecemeal policy of Springer
seems to be a policy that is breaking
the democracy to pieces instead of
the republicans whom it was intend-
ed to disintegrate by an appeal to
their selfishness.
There is an evident reaction from
the feeling in the country eighteen
months ago when the democracy
swept the country and there is some
prospect of their being swept from
power as suddenly as they were
swept Into it. Tney had their chance
but could not improve it.
Campbell of Ohio thinks there is
a Gorman head under the Hill hat
and that the man Elmira who
stole a state legislature is not In it
with the fat boy of Buffalo. Time
alone will tel).
The reports from that northwest
blizzard are not all in yet but enough
is known to demonstrate it the most
destructive storm that has struck
that stormy region in a quarter of a
century.
The republicans ull over the
country are in a condition of unusual
activity and are preparing to follow
Grant’s advice by making an im-
mediate movement upon the enemy 's
works.
Houston Herald is in the toils
for violating the Federal anti-lottery
laws and howls an awful howl over
the violation of its personal liberty
and freedom of speech declaring its
innocence of the charge.
The Pope himself appears as the
defender of the Archbishop of Bt.
Paul the most reverend John Ire-
land from made upon him
by his enemies in the United States.
Whom Leo defends is well defended.
Canada and notjhe Mother coun-
try is responsible for the hitch in
Behring Sea negotiations and Cana-
dian John will wish that he had been
less fiy when he feels the full force of
Brother Jonathan’s retaliation policy
in the matter of commercial recipro-
city as authorized by the late acts of
the American congress as the result
of bis obstreperousness in Behring
Sea business.
Kansas is not pleased to see lowa
standing from under on the prohibi-
tion foolishness and the Topeka Cap-
ital assures the lowa republicans that
she will not follow the example thus
set. All the same lowa republicans
have taken the only read that was
open to them out of the democratic
woods and that state is destined to
disappoint all the democratic hopes
that have been founded on a prohibi-
tion policy.
John J. Ingalls has joined the
farmers’ alliance but not for the pur-
pose of advancing their political
schemes. John made a big mistake
a few months ago and he is hedging
against the bad break that he then
made on the political racetrack.
Watch J. J. and you will see him
emerge on the political highway
several laps ahead of either “Billy-
goat Pfeffer” or “Sockless Simpson.”
The Clark clubs are multiplying all
over Texas like stajs in the early
evening sky aud it is prophesied that
they will cause the executive of the
state to see stars in bis political fir-
mament that he will never mistake
for the Bethlehem star of political
hope and promise.
The very crow that is coaching
Hill knifed Cleveland in 1888. Is it
at all likely that the compliment will
not be returned in 1892 If Hill suc-
ceeds in securing the nomination at
Chicago?
The sub committee of the Missouri
legislature has been ordered to so re-
vise its reports on the redistricting of
that state as to insure the election of
a democrat in every district of the
state except one.
Emperor William shows signs of
weakening on his sectarian education
bill. He says that a ruler should
have respect to the opinion of the
great majority of his people and not
run counter to them. William the
Imperious is not altogether devoid of
sense and can read a simple sentence
in the political catechism when it is
placarded in letters the siz3 of the
side of a barn.
The Russian government Is pro-
jecting very extensive public works
in order to give employment to the
starving millions of laborers in that
unfortunate country. Clearing large
tracts of forest excavating a bay for
the winter shelter of steamers at Sa-
mara building a large number of cot-
tages for the peasants are among the
list of works determined upon by the
government.
The attempt to hold the president
responsible for the burning of the
negro rapist at Texarkana by some
fool republican papers at the east Is
too unreasonable tor serious consider-
ation. An awful crime was committed
and an awful punishment followed
but the questldn of color or of politics
did not enter into its consideration
and the attempt to lug them in is not
wise. The brutality of the punish-
ment is as much to be deplored as
the damnable deed which evoked
that retribution and all law abiding
citizens regret the growing tendency
to take the puaishment of certain
crimes out of the hands of the courts.
At the same time there is a feeling
that there are some crimes so horrible
that death itself is an inadequate
punishment for its commission.
The sub-alliances of Texas will be
called upon this week topass upon
the proposition submitted in the St.
Louis meeting. If ratified that pro-
position will be placed before the con-
ventions of the democratic and the
republican parties for their accept-
ance and incorporation into the plut-
f irms of both. If these parties refuse
to give place to the alliance planks in
their platforms then there will be a
third party ticket put in the field.
This is the statement but it is a
mighty thin one. It was determined
long before the St. Louis meeting in
February to put a third party ticket
in the field and no action of either of
the regular political parties will pre-
vent it being done. All this talk
about submitting certain propositions
to the convention at Minneapolis and
Chicago is the verriest nonsense and
Is only indulged in tor the purpose of
drawing the wool over such of the
alliance crowd as is not ready
to break away from the old party.

has been redistricted into it* new
senatorial representative Judi dal
and congressional division a h>w
much of the thirty days of the extra
session will be left?
The Eighteenth of March will
prove a critical period in Germany.
If that anniversary passes without
any violent upheavel of the socialists
the country and the Emperor will
breathe more freely.
Hill is authority for the statement
that he cannot discover that the
democrats in congress have a policy
about anything. Hill can give them
one: steal everything of a republican
character that is in sight. Hill has
demonstrated the effects of this poli-
cy and can recommend it to his party.
The suits against the city of New
Orleans on account of the killing of
the Italians are likely to cost the cor-
poration a pretty stiff sum before they
are settled. This taking the law in
one’s hand is almost always a costly
experiment.
The state legislature judging from
its former lack of dispatch when in
session has all that it can accomplish
in thirty days in the redistricting of
the state. It would be wise for it to
attempt no more but do this thor-
oughly aud well and then go home.
The southern war claims are piling
themselves so high In cogress that
the northern democracy have taken
the alarm and are opposing them
with all the forces at their command.
These claims before congress bid fair
to soon call for a larger expenditure
of the public money than the pen-
sion’s payments over which the
democracy have wept so copiously
because they were such a useless
waste of the revenues of the country.
This attempt to make tne general
government paymaster in an indirect
way of the losses of the confederacy
will greatly aid the republicans in re-
taining possession of the national
government for another quarter of a
century to come.
