I'HE GOV’ElHim's HISTORICAL
PAPERS.
Hie Charge That These ere Open

From the Brooklyn Eagle.]
A WashLigtou di-patch yesterday
stated that the Waahiiigtcn P>st
charged that there was a literary ring
which PODtr .lt d all the valuable
historical papers in the p >s«vr-
"ion of the United States govern-
ment and tbst they were only
accessible to a small number
«.i writers on New England history
Congressman Lodge’s name was
connected with the story and also
those of Worthington C. and Paul
Ford of this .dty so"H of the late
Gordon L Ford. A reporter found
Mr. Worthington Ford at his resi-
dence at 97 Clark street today and
obtained toe following statement;
‘This ts a natter of twelve years
standing. The person who is kick-
ing up all this trouble is William
Henry Smith the head of the Wes-
tern Associated Press* and well
known in that section of the country
in connection with the Arthur Bins-
lair letters. While Mr. Frelinghuy-
sen was Secretary of State Mr. Smith
requested that be should be supplied
with a list of all manuscripts in the
State Department of a historical
nature that had not been already
printed and asked for copies of the
same. The rules of the department
at that time forbade even the examin-
ation of manuscripts by an outsider
I think the only person* who received
any privileges up to that time were
Sparks Bancroft and Edward Eve-
rett Hale. The documents were no’
only badly arranged and much worn
but. there was no index or calendar
to serve as a guide Whet. Mr Bay
ard took office te at once began the
calendaring qf the papers atid thus
tar calendars of the Monroe Jefferson
and Madison papers have been pre-
pared. Out of perhaps some 600 or
7**o volumes ol manuscript barely
150 are in condition for use. Twelve
years ago it was out of the question
to comply with Smith’s request but
he was told tbat it he would desig-
nate what documents tie wanted
c* pies would be furnish* d him. In-
stead he offered toeend an irrespon-
sible clerk i ot recommended to tbe
•teparimnut in any way. Mr. Freling
huysen properly refused. There tt.e
muter ended until the third year of
Mr. Bayard’s administration when
Smith renewed his request and re-
ceived a similar reply.
“Each year since that lie has re-
peated Hue attack claiming—first
there was a literary ring and sec
ond that clerks in the department
were stealing manuscripts wholesale.
He has used every means to discredit
the methode of the department. I
obtained copies of the Waehlngtqp
papers made by persons trusted by
the Secretary ot Stale working in tile
department after bu-lness hours and
for which I paid $lBOO for copying
My brother Paul la npw obtaining
copies of the Jefferson papers
in a similar manner. Mr. Lodge’s
copy of the Hamilton paper* was
made In that way. If Mr. Smith
chose toobserve the necessary rules of
the department be could obtain what
he wishes. Such unnecessary attacks
may lead to a reversal of the* liberal
policy of the government. Mr. Bay-
aru’s system was adopted by his suc-
cessors and it is only a question of
time when the puolio will be in pis-
session of full calendars of these his-
torical stores.”

LANGUAGE OF THE HAND.
[Compiled for the ulobe-D-mocnU ]
Very long fingers belong to the
artist the designer the man who
plans better than he can execute.
Pale lines on the hand indicate a
revengeful disposition intensifiec
by long fingers and a short thumb
Red spots on the nails dhow the
man to be of very choleric tenipei
and inclined to be quarrelsome.
The magic bracelet three lines
at the wrist clear and well formed
indicates long life and good fortune
The ring of Venus begins at the
base of the fourtn and runs in ;
semicircle to the base of the firs
finger.
The plain of Mars is the spac»
in the palm inclosed between tin
lines of life of the head and of thi
liver.
The liver line long straight and
.veil formed denotes good health
strong memory and probable suc-
cess.
Palms and fingers of equal length
indicate an equilibrium of the ma-
terial and intellectual producing a
good disposition with strong intel-
lectuality
A strong head line indicates a
man who is thoroughly master o
himself and awake to his own in-
terests.
Long white nails are an indicat-
ion of deceit and treachery; also of
a feeble constitution and much
sickness.
Prominence of any mount or
clearness of. any line intensifies
the characteristics supposed to b<
indicated.
A short thin narrow palm in
dicates a person of subtle inquiring
mind interested in all things in
tellectual.
Persons with long palms are al-
ways amiable good-natured hav-
ing little taste for contradiction or
criticism.
If the heart line bifurcates and a
branch is sent up on the Mount of
Jupiter the indication is of good
fortune.
Branches of the lines especially
at the beginning or end are favor-
able. and intensify the character
indicated.
The small hand with slender
taptr ng fingers belongs to him
who lays great plans; Gould has
such a hand.
When the lines of the head and
of life are widely separated and
ire red. the indication is of vanity
and cruelty.
Square fingers show great reason-
ing power order and regularity.
They are often found on the hands
of lawyers.
The line of fate or Saturn be-
gins at the and runs straight
up the palm to the base of the
second finger.
If the wrist lines be greatly
chained or broken the indication is
of ill health through weakness of
constitution.
When ihe heart line *oes across
the entire palm the individual will
have strong affections but much
jealousy.
Large hands give great attention
to detail; small hands to the gener-
al effect; small hands ' plan large
hands execute.
The man whose fingers turn
backward is unjust and the neat-
er his hand the more mischievous
he is likely to be.
The thumb is supposed to indi-
c ite the strength of the animal
propensities. Its base is termed
the mount of Venus.
A liver line which extends front
the mount of Mercury to the
mountain of the moon denotes cap-
riciousness of character.
Pointed fingers indicate rapid
conception and execution. They
are the fingers of the poet the
novelist the religionist.
When the line of the head unites
with the heart line it denotes an
individual whose reason isover-
come by his passions.
The useful hand is short broad
solid with fingers of moderate
length and square at the tips and
with a long strong thumb.
The fourth finger is cons?crated
io Mercury and a prominent
mount at its base indicates a love
of money and skill in getting it.
Fingers whose tips are as thick
as their roots belong to the un-
educated laborer and indicate a
coarse brutal organization.
The line of Apollo or fortune
begins at the mountain of the moon
ind runs.straight up the palm to
the base of the third finger.
A Lunar Mount large gives a
melancholy tinge to the imagina-
tion; the individual will be greatly
troubled about imaginary.evils.
The Rascettes. or bracelets in-
licate length of life and great hap-
piness. One line indicates thirty
years two sixty three ninety.
The hands of George Sand Vic-
tor Hugo Lamartine and Walter
■>c>tt were all of moderate size
.vith fingers slim and conical tips.
If the head line branches towards
the mount of the moon it indicates
a man who will make any sacrifice
to gratify his desires.
The head or thought line be-
gins at a point midway between
the thumb and the first finger and
runs almost straight across the
hand.
The psychic hand is of moderate
breadth with very long fingers
smooth and tapering an I with
>val nails the thumb long and nar-
ow. .
The thumb of Galileo who re-
anted his theory of the solar sys*
eni was so small that he mention-
d the fact in a seny humorous
wav.
The impulse or heart line be-
gins near the base of the first fing-
er runs across the palm in a semi-
circle to the outside of the hand.
l arge spatulated hands are
more common in England than in
France and in France than in
Italy where the artistic hand pre-
dominates.
A head line divided at the ex-
tremity with one branch descend-
ing to the Mount of the Moon is
the sign of a hypocrite and dead ver.
A hand having many lines cross-
ing and recrossing in different
directions shows a nervous tempera-
ment much disturbed by anxieties.
Persons whose middle fingers are
longer than the palm are always
ambitious of shining intellectually
and generally have good memories"
The line of life is often accom-
panied by a sister line nearer the
thumb which intensifies the quali-
ties of the life line and repairs its
deficiencies.
The line of the liver begins at
the intersection of the life line
with the wrist and runs diagonally
across the palm to the base of the
fourth finger.
Napoleon who rarely gave at-
tention to details but laid plans
for others to execute had very
small and perfectly formed hands
with taper fingers
A strong heart line broken at
the ends and here and there having
an appearance like a chain belongs
to the gallant and indicates many
love affairs.
A man with a large thumb
should never marry a woman with
a similar characteristic. There
will in such case be a constant
struggle for the mastery.
A clear long line of Apollo is an
indication of an exceedingly happy
disposition one which will prob-
ably be very successful. Lincoln
had such a line.
Two lines under the joints of the
thumb foretell a large estate; if the
Mount of Mercury be large it will
come in business; if Saturn be full
in speculation.
