Again the city council chamber
was filled with citizens yesterday
afternoon to hear the proceedings
of tiie fourth session of the new
board of aldermen. At 4 :30 o’clock
the meeting was called to order by
Mayor Paschal and the following
aidermen responded to the roll call:
Aidermen Albert Beckmann Jos.
Beckmann Daugherty Elmendorf
French lloefling Limburger
Mackey Monger Russ Shiner and
Smith.
Tile minutes of the previous meet-
ing were read by the city clerks
and were on motion of Alderman
I loefling approved:
Tlie following petitions were dis-
posed of most of them having been
referred to the proper committees:
A. A. Wolff requesting that the
bridge across the ditch at the new
Seventh ward school house be
raised to prevent overflows.
J. ('. Carl for permit to erect a
lumber addition with piedal roof
to his store and dwelling in lot 5
block 8 south side of Fourth street.
Thomas Matce for permit to
open a meat market on El Paso
street in the second ward.
(’. S. Wheeling general agent of
the S.A. A- A. I* . Railway com-
pany asking that that portion
of South Flores ami Aransas
streets in front of the Aransas
Pass passenger depot be sprinkled.
Simmons Matovick for exclu-
sive privilege of the fruit stand at
San Pedro Springs for a period of
two years.
Citizens asking that the sewer
on East Commerce street be atten-
ded.
Citizens for the re-opening of
the ditch crossing River avenue.
S. Toledo Sherry asking for the
use of the High school for the
purpose of holding a summer nor-
mal school.
Citizens asking for a block pave-
ment or other improvement on
Main avenue.
E. Barry for permit to continue
his meat market at the corner of
Tampico and Matamoras street.
Antonio Tomasi for permission
to tap water main.
W. W. Walling attorney for A.
.1. Ripps relative to the dumping
of garbage on original city lot 189
and vicinity thereof.
11. 1). Ktlmpman asking that the
city gardener be stopped from
throwing trash into the gutter on
Alamo pliTza.
Citizens asking that Crosby
street be graveled.
Thomas H.Gray for permission
to construct a drain pipe from No.
248 Blum street with the street
sewer granted; also for permit to
erect a stable of single brick and
studding with metal roof in the
rear of said property; granted the
work to be under the supervision
of tlie city engineer.
Citizens asking to have Broad
and Rural streets accepted as pub-
lic thoroughfares.
George Mockert relative to the
branch ditch on South Flores
street.
A report was read from the city
auditor calling attention to the
condition of his office and making
suggest ions as to what steps should
be taken to perfect the workings of
his department; referred to the
finance committee. The report was
adopted.
The city engineer recommended
that property owners on Fifth
street be ordered to construct class
“A” sidewalks and curbing. Tlie
report was received and it was or-
dered that these property owners
lie at once notified to construct said
walks and curbings.
Tlie city engineer also called at-
tention in his report to the condi-
tion of the South Alamo street
bridge recommending that it be
repaired. The report was referred
to the street and bridge commit-
tee.
On motion of Aiderman lloefling
tlie sum of $1340 was appropriated
for the repairing of Houston street
bridge.
On motion of Aiderman Hoefling
the sum of $1571 was appropriated
for tlie repairing of Mill bridge.
The city engineer recommended
that the sdiool house lot on tlie
corner of Pecos and Lopez streets
be raised. On motion of Aiderman
French the report was adopted and
the sum of $lO was appropriated to
complete the work.
An ordinance was read providing
for the protection of fish in the San
Antonio river; referred to the
proper committee.
The report of the ditch commis-
sioner for tlie month of January
was referred to the committee on
ditches.
Dr. Monger city physician re-
ported in writing that he had made
a thorough investigation of affairs
and found the pest house in good
condition is well as other things.
He called attention to several
filthy places in the city recom-
mending that they be cleaned. The
report was on motion of Alderman
French referred to the committee
on sanitation.
City Marshal Druse sent in a re-
port calling attention to the care-
lessness of the recently appointed
city jailor A. 11. Moeglin stating
that he has not attended to his
duties properly and that on two
occasions he has left the city hall
with the jail keys in his pocket.
The marshal also states that dur-
ing the time Moeglin has been act-
ing as city jailor lie has permitted
prisoners to escape three times.
The report on motion of Aiderman
Beckmann was referred to the p< -
lice committee and the mayor.
Mayor Paschal read a report to
tlie effect that he had consulted
with a number of attorneys forthe
meat dealers of San Antonio rela-
tive to the fees for inspection of
meat. It seems that the assess-
ment has been so great that it has
caused an uproar of the butchers.
The mayor stated that the city
could leagally collect feessufficient
to pay tlie expenses of inspection.
lle further saitl that as there is 88
places where fresh meat is sold in
San Antonio and where the mar-
ket master is really compelled to
visit daily it was found impossi-
ble to make the entire round. He
then suggested that the city coun-
cil permit him to appoint three
assistants market masters to act
fora short while after which regu-
lar meat markets would be estab-
lished in the city all licenses to be
revoked on all meat houses not
doing business in one of the new
markets. <ln motion of Aiderman
French the matter was referred to
the committee on markets parks
and public improvements.
The city attorney reported that
W. .1. Allen was indebted to the
city of San Antonio to tlie extent
of $82.17; and that as he had made
an assignment in business and
has no other property by which
the city could be secured he ad-
vised that the city accepted $5(l
and receipt in full of account
which proposition was made by
Mr. Allen. <>n motion the report
was adopted.
The city engineer reported on
the condition of St. Mary’s st root
recommending tlie construction of
new curbing for a distance of 150
feet and for the placing of meL
(piite blocks along said street. On
motion the report was referred to
the street and bridge committee.

The resolution to put Avenue D
in good condition which was re-
ferred to the street and bridge
committee was approved.
San Antonio Gas Company for
permit to remove mesquite blocks
on Losoya rtreet in front of Piper’s
residence; granted.
Petition of C. I’. Smith regard-
ing Quincy street proposing to
donate land for the widening of
said street providing the city re-
mits all back taxes costs etc.

The finance committee reported
that tlie report of the city engineer
for February was examined found
correct and ordered filed.
This committee also reported
that the books of the city treasurer
had been inspected and found to be
in good condition. Tlie report was
adopted.
Tlie committee on fire and fire
limits reported favorably on a num-
ber of petitions as did also tlie
ditch cbmmittee.
RESOLCTIONS.
The following resolution were
drafted but no action was taken on
them owing to the lack of time:
Alderman I.imburger—Resolved
tliat the street commissioner be in-
structed to remove the obstruction
on the east side of the railroad
track on Walnut street between
Crockett and Starr streets.
Alderman Daugherty—Resolved
that Devine street be rolled with a
steam roller.
Alderman Daugherty—Resolved
that three an - lights lie erected on
East Commerce street.
Alderman Albert Beckmann—
Kesolved that the property front-
ing on the west side of North
Flores street from Military plaza
be condemned for the widening of
North Flores and West Houston
streets.
Alderman Albert Beckmann—
Resolved that the city attorney be
instructed to revise the charter
and ordinances of the city as soon
as tlie work can lie done and re-
port to the council at once after
the completion of the work.
Aiderman Hoefiing— Resolved
that the mayor be ordered to ad-
vertise for proposals to remove the
garbage within such limitsas may
be prescribed by the board of
health during the fiscal year 1893-
94 bids to be opened April 15.
THE A PPOINTMEXTS MADE.
Mayor Paschal then under the
head of unfinished business stated
that he would proceed with the
nomination for city police officers.
He placed in nomination the
name Fred B uler Jr. for
police officer and appointed Alder-
men Dougherty and Limburger as
tellers'. Mr. Bader was elected bv
a vote of 11 to 1.
The officers with their votes are
as follows:
Charles E. Abby 11 to 1.
• Iscar Kieron 9 to 3.
Charles Schreiner 7 to (i. The
mayor decided by casting his vote
in favor of Mr. Schreiner and he
was declared elected.
George C. Bond Bto I.

F. R. Kirchner 8 to I.
Frank E. Seffel 10 to 2.
G. Coe 10 to 2.

is at present on the police force.

lace was formerly a sanitary in-
spector.

mayor declared him elected voting

Ed. Freboese Jr. 7to 5. He is
one of the old officers.
James McSorley 10 to 2. He has
been on the police force for a num-
ber of vears.
Walter Beck at present one of
efficient mounted officers waselect-
ed by a vote of Bto I. e
< Il'ficer O’Day one of the old
force was nominated by the mayor
but was defeated by a vote of 5 to
7. This defeat caused considerable
sorrow in the hearts of the many
visitors in the chamber as Officer
O’Day has been an efficient officer
and is very highly respected. Even
the mayor said “’Tis a pity.”
As it was to dark to transact any
further business the meet adjourn-
ed on lyotion of Alder lloefling to
convene Wednesday'afternoon al

will be appointed.

Aiderman Elmendorf was suffer-
ing with a severe headache yester-
da v.
Captain Mackey asked the mayor
fora private secretary to assist the
him in attending to tin* duties of
the chairman of the street and
bridge committee. Of course every
one laughed as did the captain.
The mayor’s deck the circle of
chairs for the aldermen and the
reporters’ table have been changed
so as to give more room for visit-
ors.
