How They Control the Organs
of the Body.
The electrical force of the human body as
the nerve fluid may be termed is an espe-
cially attractive department of science as it
exerts so marked an influence on the health
of the organs of the body. Nerve force is
produced by the brain and conveyed by
means of the nerves to the various organs ot
the body thus supplying the latter with the
vitality necessary to in-

ordered by irritability
or exhaustion the nerve
force which it supplies
is lessened and the or-
gans receiving the di-
minished supply are con-
sequently weakened.

ANOTHER FORGER.
"Wells Fargo Express Assailed on
all Bides.
The Taylor Texan of May 18
publishes the following additional
news of forgeries committed in the
name of the Wells-Fargo Express
company:
A SLICK ROOSTER.
A young fellow giving his name
as E. K. Erwin worked a very
smooth game on a couple of Taylor
merchants last Friday. It had
been raining during the day and
after dark he went into the gents’
furnishing store of Louis Wagner
and saying that he was afraid of
getting wet and sick purchased a
mackintosh and several other
items in payment for which he
presented a check of the Wells-Far-
go Express Co. for $5O. He received
in change $39. He then went to
Goldstein & Davis purchased $3
worth of carpeting ordered it sent
by express to Hutto and had a
$4B check cashed. Although he
told Mr. Wagner that he was here
purchasing Jersey cattle for his
ranch in Del Rio and would re-
main several days it seems that
he suddenly remembered some un-
finished business at Austin. At
all events he was not seen in Tay-
lor any more and we next hear of
his operations similar to his
Taylor deals being perpetrated in
the Capitol city wh< ra he pass d
off five of his handy express
checks. Detective Gates was in
Taylor a day or two after the young
man’s departure hot on his trail.
It seems that this young forger
had succeeded in robbing the
Wells-Fargo Express company of
some 36 blank checks at some
small station and was working
them off as he went along. A gen-
tleman in Taylor claims that he
knows the young man and states
that he is from Del Rio is a tele-
graph operator by trade and that
his real name is Norse.

CO-INSURANCE FRAUD
Knocked out by the City Council of
Dallas.
The city council of Dallas re-
fused to insure the public build-
ings unless the co-insurance clause
was stricken out of the policies
and the Insurance agents quickly
complied with the terms and con-
ditions of the city. Aiderman Pat
O’Keefe on the subject of co-in-
surance publishes the following
in the Dallas Times-Herald:
A Word to the Public on Co-Insurance:
“The question having come be-
fore the city council in connection
with the insuring of public build-
ings owned by the city while I
shall always believe the city
should carry its own insurance as
many well conducted business
firms do and not submit to any
dictation from insurance agents
the question for the public to con-
sider now is ‘What shall we do to
eliminate co-insurance?’
My fbstaction was in the coun-
cil. The aidermen as representa-
tives of the people should have
declared against the co-insurance
clause as they well knew that all
the principal cities in the state
have taken action against co-insur-
ance. But the weak plea of having
no other course but to remain at
the mercy of the insurance agents
prevailed. We might better burn
up all our public buildings rather
than give up to a few insurance
agents.
But to show the 'public and es-
pecially the poorer classes who
own only their little homes what
insurance agents really are it
i-i only necessary to state that they
have come to terms with the city
and have taken the city’s business
with the co-insurance clause out.
Now why can not each block of
business men in this city do the
same as the city council and
the mayor do—say to them-
selves we will carry our own
insurance? In so doing they
will insure each other with fully
double the amount of precaution
against fire from their neighbors;
and when the insurance agents
find they are losing customers they
will come to terms.
I learn from the representative
of the largest implement house in
Chicago that the insurance com-
panies of that city tried the co-in-
surance clause with them and
they refused to insure unless it
was waived and brought them to
terms.
Again it is the duty of the pow-
erful to help the weak and if all
large business firms would get to-
gether and carry their own insur-
ance they would find that they
can dictate instead of being dic-
tated to and do a charitable act to
their weaker fellowmen.
These my fellow citizens are
my views in reference to co-insur-
ance.” Pat O’Ceefe.

The undersigned hereby gives notice
that the City Ad Valorem and Poll Taxes
for the municipal year 1893 ending May
31st 1894 are now due and payable at this
office before the 31st day of July 1894
after which time I will add besides costs
ten per cent penalty on amount of taxes
due.
The office of the Collector will be open
from 9 o’clock a. m to 3 p. m. dally ex-
cept Sunday from the Ist day of May to
the 31st day of July 1894.

AN ORDINANCE
To amend Section 4 of Chapter 44 of
Pakt 2 of thk Revised City Ordi-
nances.
Be it ordained by the City Council of
the City of San Antonio that Section 4. of
Chapter 44 of Part 2 of the Revised City
Ordinances be so amended as to hereafter
read as follows:
Section 4. All sidewalks shall be com-
pleted within 60 days from the service of
the notice herein provided for. All curb-
ing shall be complete within 30 days from
the service of the notice. The service of
the notice to construct sidewalks shall
include curbing without special notice to
construct curbing; and to secure uniform-
ity in the construction of sidewalks and
curbing no person shall construct a side-
walk without first obtaining a permit
from the City Engineer who shall keep in
his office a record of all permits i.-sued.
Any person who shall construct a side-
walk in this city without firstobtaining a
permit from the City Engineer shall be
fined In any sum not exceeding two hun-
dred dollars and each and every day said
sidewalk is in course of construction or
remains constructed without a permit
constitutes a separate offense.

May for furnishing the following sup-
plies to the City of San Antonio during
the fiscal year commencing June Ist
1894 and ending May 31st. 1895 viz:
Two hundred thousand (200000) pounds
best quality prairie hay In bales.
One hundred and twelve thousand
(112000) pounds clean merchantable oats.
Twenty thousand <20000) pounds wheat
bran.
Supplies to be weighed on city scales
when required by the Mayor.
Said supplies to be delivered at such
time and in such quantities and at such
places within the City limits as the
Mayor thereof„may from time to time
direct.
Each bid must be accompanied with a
depositor Five Hundred (1500) dollars in
a certified check payable to the order of
the Mayor as guarantee that the bidder
will enter into contract and give required
bond should the contract be awarded him
or them.
Bond required to be fixed and approved
by the Mayor.
The City reserves the right to reject any
and all bids.
Proposals to be directed to the Mayor
stating ou outside what the bid is for.
