Judge Callaghan has the satis-
faction of knowing that he stands
high in the estimation of our
model young Christian governor;
so high in fact that in the handi-
cap for the judicial stakes he re-
ceived second money. But the
truth is Judge Callaghan never
desired the office of district judge
and if tendered to him on a golden
platter would have been respect-
fully but firmly declined.
It looks as if Hon. Ed. Dwyer
would have to submit his claims
to the sovereigns if ever he is to
don the judicial ermine. Twice or
more has the prize been almost
within his grasp by appointment
only to be tantalizingly removed
beyond his reach when sought.
Contrary to general belief there
was no consolation conference held
in or about the courthouse when
the news of Judge Camp’s appoint-
ment was received. But there was
a quiet whetting of scalping knives
and a grinding of tomahawks.
Without the slightest disparage-
ment of Hon. Ed. Dwyer’s claims
or qualifications it can truthfully
be said that no appointment
which could have been made by
Governor Culberson would have
given more universal satisfaction
than that of Hon. J. D. Camp to
the district judgeship. It is one of
the very few acts of his excellency’s
administration which will be
heartily endorsed and he as well
as the people of the district is to
be congratulated. Judge Camp is
a most estimable gentleman quiet
and retired in disposition and
combines with a high sense of
honor and conscientiousness a
broad knowledge of the law and a
wide experience in its practice.
The A. P. A. is the bogie man
that is now disturbing the dreams
of many aspiring local statesmen.
The order boasts a membership of
over 2000 and if it decides to take
a hand in politics which it doubt-
less will it may bring about
changes heretofore deemed well
nigh impossible in San Antonio.
No formal declaration of war has
been made public but it need cre-
ate no surprise if the hyperion
locks of our handsome young
Christian governor in the near
henceforth should be found dang-
ling at the belt of some bold Com-
anche warrior. The chiefs have it
in for Charley sure.
Profiting by their costly errors
in the past the mayor and board
of aidermen should now proceed in
the sewer matter on common-sense
principles. First a competent
qualified experienced engineer
should be retained to revise and
' correct the plans. Then bids
should be invited for the construc-
tion of the work and the contract
awarded to the lowest responsible
bidder regardless of his contribu-
tions to the campaign expenses of
any aspirant for office. A solvent
and sufficient bond should be
exacted and the contractors
• held to rigid compliance with
; the terms of their agreement.

est work and properly pro-
! recti ng the rights and interests of
I the city a sewer commission com-
posed of an equal number of aider-
men and disinterested taxpayers
should be created whose duty it'
should be to properly supervise the
work at regular periods with |
power to employ a competent repre-
sentative to be present on the work '
during the intervals. Inthisman-j
ner the work should proceed and
honest return would in a great
measure be assured the taxpayers j
for their outlay.
Ex-Judge “Galley” Newton ap-
pears to be looming up as the
Svengali of your local politics. Has
he voluntarily doffed the judicial
ermine to don the congressional
toga? If so he has a thorny path
to tread. But “no cross no crown.”
All talk about Messrs. Wilding
Marshall Backus and Hines suing
the city for damages on their
contract is the veriest rot. They
have no contract with the city nor
did they ever have. By a piece of
sharp practice they secured the
passage of an ordinance by the
council investing them with the
rights equities franchises etc.
held by one J. B. Hindry but as
the said J. B. Hindry as admitted
by the city attorney and known by
aH men months previously for-
feited whatever rights equities
franchisee etc which may have
accrued to him by reason of the
award of a contract made in Janu-
ary 1895 he had nothing to trans-
fer. Mr.*Hindry had no contract
with the city and consequently he
could not invest his assignees or
successors with any rights he did
not possess.

If Mr. Hindry forfeited his con-
tract which the mayor city attor-
ney and every member of the
council know he did how could he
for a consideration transfer and
assign any rights under that con-
tract to Wilding Marshal] Backus
and Hines?

In the event the city determines
to bring suit against the defaulting
sewer contractors which it certain-
ly should who would bo made
parties defendant? As the con-
tractors have no valid bond on
file this is a most pertinent as well
as interesting conundrum.
The public would like to know
whether Judge Callaghan’s mis-
sion to Austin along with Messrs.
Smith Cassiano and Dwyer was to
support or oppose the appointment
of Mr. Dwyer to the vacant judge-
ship. Was his support of Mr.
Dwyer for the judgeship to be the
basis of a cessation of war and a
treaty of amity between Judge
Callaghan and the Dwyer broth-
ers or did he really go to Austin
to fight against Dwyer’s appoint-
ment and to oppose Messrs.
Smith and Cassiano.

As a condition precedent to the
resumption of work on the sewers
the misfits who have controlled
should be retired and the super-
vision of the entire work placed
under the control of a competent
qualified and experienced engineer.
Upon this proposition there can be
no difference of opinion among
disinterested men.
Mr. Sammy Gray remits bis bill
for alleged services performed for
the city during the month of
March and requests that check for
$450 be forwarded to him at Prcv-
idence Rhode Island without de-
lay. As Mr. Gray’s entire time
during his recent visit to this sec-
tion was taken up in negotiations
to secure a fat job from Mr. Robert-
son in connection with the build-
ing of a system of sewers in Mon-
terey Mexico. It Is difficult to see
where the city gained anything
from his valueless services or
profited by his time. The con-
censors of opinions among San An-
tonio taxpayers is that Mr. Gray’s
period of usefulness in this com-
munity if ever- he had one has
about expired.
