The Waco Times-Herald has taken
in hand to discipline the Houston Post
for its forgetfulness as to a matter
.hat should not have so easily passed
the recollection of that paper. That
is the record of the Post on the mon-
etary question. The Herald reminds
the Post that in charging that the Her-
ald with not fairly stating its position
»n free silver that the Post never was
r free silver paper until the departure
made by Bryan in the Chicago conven-
tion. The utterances of the Post dur-
ing the Carlisle regime are cited to
show that the Post was then in the
army of Democrats fighting under the
banner of Cleveland's secretary of the
treasury and as every one knows what
is now called a sound money Democrat.
The Herald has much the best of the

if attempting to cover its tracks.

COMPULSORY ARBITRATION.
The difference between labor anil

in keeping their telephone service and
in -seeing their freights dispatched
and have a right to expect that the
-states that confer franchises on rail-
roads and telegraph and telephone
companies will maintain the people
In the service that these companies
.covenanted to render. Where dlffi r-
< nces arise between the companies and
their servants that cannot he readily
adjusted that is adjusted without the
inconvenience and toss of the public
then the state should step in and set-
tle the trouble. This is so obviously
the ruling of common sense that one
wonders that it is not at once resorted
to but it is not. Instead the days
grow into weeks and the weeks length-
<ll into months and the people are de-
nrived of the services for "hich th.

that the state can raise authoritatively
in the premises. This it not a fait-
deal. The people see it so. and they

The legislature of Texas should
take this matter up at its next

panies to their milk suddenly. There

should be done not one good one why
