U. S. TRANSPORT SERVICE.
There has been a little anxiety or
late over the non arrival on time of
some of the American transports from
Manila but the anxiety is ail over and
the vessels are in port It is a sin-
gular thing at least a fact well worth
noting that among all the transports
that have carried soldiers from this
country to our outlying islands from
the opening of the war with Spain un-
til now there has been no loss of life
on any of these transports owing to ac-
cident. One or two have been
agreund and in the Philippines one or
two have had serious mishaps but in
no case has their been any loss of life
the regular transportation service be-
tween the Atlantic coast and Cuba and
Puerto Rico and the service between
the Pacific coast and the Philippines
has been conducted with a judgment
and skill that is not only above all crit-
icism but that attests the superiority
of American seamanship in every way.
Some horses have had to be thrown
overboard in severe weather but only
on one or two occasions and this is the
only loss to be recorded. When it is
borne in mind that transportation
of large bodies of troops by the gov-
ernment of the United States is alto-
gether a new business that for the
first time in the history of the Repub-
lic our soldiers have been on service
beyond the boundaries of the country
this wonderful immunity from serious
accident to our transports is the
more remarkable. During the time
elapsed since the opening of the war
with Spain there have been transport-
ed by the government all Wild not less
than 200000 troops and none of these
have been lost at sea on account of any
accident to our transport fleet. Gleat
Britain with infinitely more experi-
ence having been engaged in the
transport of troops for as many centu-
ries as the United States years cannot
make any such showing as this. Her
transport service in the Transvaal war
cannot be compared to that of the Uni-
ted States for safety efficiency
propmptness comfort or anything eke.

country cannot be too highly com-
mended. Not only so but the health
of the troops on the transports despite

that body should enforce. There will be
a hundred violations of that law in the
coming redistricting.
Panama canal people are building on
United States paving the Isthmus with
asphalt and building irrigation canals
for the whole district and supplying
these with inexhaustible fountains of
water.
St. Louis is directing attention to
the enormous salaries Chicago paid to
the officers of her exposition and what
came of it and counselling that the
Centennial directory be admonished
and go slower.
The Royal Tribe of Joseph In the
land of Oklahoma made one Aurelius
Harvey ride the camel in the initiatory
ceremonies and now Aurelius is hump
ing the case before the courts on a
$lOOOO damage suit.
The asphalt pavement will not down
in the minds of the people any more
than it will be down on the streets.

man Terrell hit the remedy in his reso-
lution before the Council

the Cubans have rejected the Platt

such thing. The convention i» quite

secure auch information as much as for
any other puriose that the Cuban com
mitten is coming to Washington. When

There is a feeling abroad in all com
mercial circles that the surplus in the
United States’ treasury is piling up more
rapidly than there is the least need of.
There is no occasion of more money than
to provide for the sinking funds of the
nation. The payment of the interest on
the national debt as it falls due and the
redemption of bonds from time to time
as they fall in and the current expenses
of the government with such reserve as
to insure against sudden demand that
might create a panic is all that is neces-
sary to provide and there is a hundred
million in the treasury now more than
U needed for this purpose. The Repub-
licans know liow io spend money but
they spend it on substantial national
needs and do not know how to borrow
either. They create the revenues that
they dispense. But under existing con-
ditions it would be well to cut off at one
•stroke the special war revenues anti no
longer burden business with the restric-
tions they impose. It is not the amount
but the burdensomeness that is felt.
Talk about municipal ownership there
is not a city in the United Slates that
is in it with staid old Glasgow. There
the city owns its own gas plant its elec-
tric plant its waterworks the street
car service has its public bath houses
and parks and is now moving to take
care of the liquor sales of the city and
control that in its own houses of dis-
pensation. Parliament is to be asked
for the power the city authorities hav-
ing decided on the experiment. If
granted the city will open its own drink-
ing housesrefusing license to any oth-
ers and the revenues provided by the
traffic will be conveyed into the treasury
of the city. What would United States
cities say to a cool proposition like that
now!
Competition is the life of trade and
where it is genuine it is the death of in
ordinate prices. This is being found out
by the Memphis people to their comfort
and satisfaction. The war between the
rival telephones is on and the Indepen-
dent company is putting a better service
than the old company rendered and do-
ing it at a schedule 25 percent cheaper
than the old one charges. There is but
one result possible"under these condi-
tions. The new company is multiplying
subscribers until the list already is in
excess of two thousand and growing like
Jonah's gourd without any prospect of
its withering.
Carter is not entitled to the release
from jail that the injunction moved in
his case would provide and it is satis-
factory to note that the solicitor gen-
eral of the government is opposing the
motion in such a way as to make his op-
position effective. Carter abused his
government's confidence shamefully.
The memorial services lately held over
Chancellor La batt at Galveston were
very impressive. In that destruction
the fraternal societies suffered severely
and the-social loss was immense.
Contrary to ail that was urged prior
to the combine the combination of the
paper mills has forced the price of print
paper higher and the company has failed
in every expectation that it has held out.

WATER RENTS.
Notice Is herby given that the water
rents are now due and payable at my
office as per ordinance Chapter 12
Section 9: “Payments must be made
to the City Collector at his office on or
before April 30th each year and no
person shall be entitled to use water
from the any of the irrigation ditches
until he she or they shall have paid
the amount due by them for said wa-
ter.”
Chapter 12 Section 11. “Any per-
son or persons violating any of the
provisions of Section 9 shall be sub-
ject to a fine of not less than ten dol-
lars ($10.00) nor more than one hun-
dred ($100.00) dolars for each and ev-
ery offense.”

AN ORDINANCE.
Amending Section 22 Chapter 46 of the
Revised Criminal Ordinances of the
City of San Antonio and Acts Amend-
atory thereof.
Be it ordinaned by the City Council
of the City of San Antonio that Section
22 Chapter 46 and all acts amendatory
thereof of the Revised Criminal Ordi-
nances of the City of San Antonio be
amended so as hereafter to read as fol-
lows :
Section 22. It shall be the duty of
all persons occupying premises in the
City of San Antonio to keep the same
including sidewalks banquettes and
street gutters in front thereof in a
neat cleanly and sanitary condition free
from all weeds trash garbage and oth-
er substance injurious to health and to
deposit each day all sweepings trash and
garbage from their respective premises
in front thereof in a neat receptacle to
be hauled away by the garbage depart-
ment.
All persons occupying premises within
the inner fire limits shall have their
said premises and sidewalks so cleaned
and garbage placed in front thereof be-
fore the hour of seven o’clock a. m.
during the months of April May June
July August September and October
and before the hour of 7:30 o’clock a. m.
during the months of November Decem-
ber January February and March. It
shall be the duty of all persons within
said inner fire limits to sweep or cause
to be swept the sidewalks in front of
their respective promises each morning
and within the hours above mentioned;
and a failure to do so shall be consid-
ered a violation of this ordinance.
It shall be unlawful for any person to
sweep any trash garbage or other sub-
stance from the sidewalk into the street
but all sweeping* shall be gathered up
•nd placed in the receptacle as herein-
above provided.
•The owners or keepers of stables or
pew whether for public or private use
shall before the hour of 10 o'clock a.
in. thoroughly cleanse the same and at
their own expense carry away all the
dirt and filth three times each week
on Tuesday Thursday and Saturday
from April first to November first and
twice each week on Wednesday and Sat-
urday from November first to April
first.
That the jienalty for violation of any
section of this ordinance shall lie the
■amc as prose ribed in Segtiou 25 of thia
Chapter.
