JAPANESE IMMIGRATION.
The Japs are like the penion In the
play who protested too much. They
protest against being Included in
the nuniber of those wno are
not admitted Into the United
States as immigrants and in
the same communication In which
thia protest Is made the American peo-
pie and government are told that the
laws in Japan do not admit of the Im-
migration of their laborers for there
is not enough labor there to meet the
wants of the country. If that Is so why
kick because that labor Is excluded
from the United States’ In that case
Is not this country seconding the ef-
forts of the Japanese government? It
Is a fact that restricted immigration Is
the salvation of the United States and
that the regulations must be preserv-
ed rigidly and enforced if this country
Is not to be overrun with the labor
hosts of Europe and Asia and the Isles
of the sea. The labor conditions here
are superior to those existing else-
where and so long as this is so foreign
labor will seek employment in the Uni
ed States. This is as natural as that
water should seek Its level or a trac-
tion without brakes run down hill. So
long as the labor of the United States
is fully employed so long the country
will be prosperous. So long as there
is not a surplus of that labor the labor
that is employed will get the highest
wages. This is the condition that is
to be sought: the full employment of
all the labor of the country and that
labor employed at the highest figures.
These conditions are impossible so
long as the parity between labor and
employment is continually disturbed
by a host of foreigners seeking em-
ployment. Highest wages are impos-
sible so long as arrived immigrants by
the hundreds of thousands stand in the
labor market offering to work for re-
duced wages. This is the condition
that is to be maintained as far as prac-
ticable. and a wise legislation can ac-
complish it. preserve the parity be-
tween labor and employment by re-
stricting immigration of labor from
abroad. Not making the restriction
prohibitive but regulating the arriv-
als by wise restriction so as to meet
the needs of the situation.

them unable to get away; too poor.

development and having the capital and
the franchise expects to see six inilea ot
the new trolley line in operation within

tunity to explain the reason lor the
tuberculosis theories he advances if he
pays his compliments to half the scien-
tist who have entered the arena against
him. '
France has a greater stake in the Cen-
tennial exposition st St. Ixtum than any
other nation outside of the United
States. Frenchmen in St. Louis realize
the close connection there is between the
seller and the buyer in that great pur-
chase ihe centennial of which is to be
celebrated so elaborately tn 1903 and
there will lie every effort made to make
that relation and interest conspicuous.
The old proveib has it that blewed is
the man who expects nothing for he

is likely to fall on the head of a com-
pany recently organized in this state to
bore a hole in the ground. There is
nothing in the way of a concrete re-
sult aimed at water oil chalk cheese

that it is something. The intent is to
bore down a depth of a few thousand
tect and sample the borings a they go
and see what there is in it. Selah!'
Secretary Hunt of Puerto Rico who
is to succeed Governor Allen as governor
of the island on the expiration of his
term of absence in September is a man
well acquainted with the wants of that
island and by birth and the instinct ot
heredity has a knowledge of American at-
fairs. Hi father was secretary of the
navy under Arthur and for the short
time that Garfield was in office prior
to hi assassination. *ecretary Hunt
was himself attorney general of Montana
in 1884 and held important judiciary po-
sition in that state whose constitution
he assisted in framing and in whose leg-
islature he served. He will not be for-
mally appointed to his new post until
(»overnor Allen retire in September
