In that El Paso appointment there is
not a doubt that the Republicans of
Texas got a setting down upon.
Monday the country can read the
names of those who voted for and
against the treaty with John Bull.
There are indications that Welling
ton is to be taken into the Republican
camp but he should not be.
McLaurin is a man whom South Car-
olina should be proud of. but whether
she is or not. is not settled.
Beaumont is doing her paving with

are that she is wise in that.

is not as brisk as it was and many of

have stolen a march on the trusts in

pickles in the world of political govern-
ment it is in the Orient.

If Government has an; money to spend
in Texas it is safe tv say that pru-
dence common sense necessity and the
possibility of returns will all be better
served by doing that work at the coast.

Sabine Pass Velasco Aransas Pass and
from these work upward into the
streams that debouch into these har-
bors it such there be. The Brazos
river is the only one justifying work
from the harbor into which it enters up.
stream and the experiments in the im-
provement ot Texas rivers should com
luence here. To commence up at Waco
or hundreds of miles farther north and
work down stream would be folly. Mani-
fest wisdom is to commence at deep wa-
ter on the gulf and work up stream as
far only as a decent stage of water can
he secured and maintained and any-
thing else than this is on the face of it
manifest lunacy. What advantage
would it be to the navigation of inland
Texas to spend a million dollars at Dal-
las and find in the end that no water
communication could be maintained be-
tween that point and the gulf? None
whatever. But it would lie a great plum
for Dalias if an appropriation could be
made for river improvement there that
would turn a million dollars out of the
Federal treasury loose in that city. For
that first million would be made the
nest egg for other millions to follow
while there was not the remotest pro-
bability of navigable water between
that wild goose channel up in North
Texas and the gulf into which that in
land commerce would have to empty.
Government has no money to spare on
such hair brained experiments. If there
is anything to lie done by the Federal
government for inland Texas outside of
the Postoffiee and Federal buildings let
it take the direction of irrigation enter-
prise and it may lie made effective for
good to the people of the state. There
is nothing to be gained for the future
of the inland trade of this state in
throwing money away at the head of the
Texas rivers without considering how
that improvement i« to be extended to
surelv navigable water. Congress should
go slow on accepting the statement of
Congressional representatives whose ob-
ject is to secure Federal rppropriations
for the building up of business without
regard to the outcome of the proposed
outlav.
Houston denied her visitors nothing
in the way of entertainment even to
the triple murder sensation.
North Texas has all the disadvan-
tages of the summer heats of South
Texas and none of the winter warmth.
Trolley lines in North Texas con
necting adjacent towns are marking
a new era in their communications.
When the anti-trust laws are really
violated it is in order to call a halt
but the State should set no bait out.
The order that a hot box or a
broken rail must not retard a train is
not likely to be very effective.
Punching the railroads to do their
duty seems to be the first duty of the
commission even if they punch out.
Indian Territory matters need to be
taken by the President and set out to
ventilate.
There is not a department of the en-
tire service so needs overhauling as
the Indian department does.
It will never pay to lower the bars
of Chinese exclusion in order to open
the gates of China's trade.
Houston has done all in her power
for the pleasure and comfort of her
visitors and is to be credited with
good intentions in that direction. It
is expected of a city according to what
she hath and not according to what
she hath not.
It is getting to be an accepted fact
with the lovers of good tables to the
north of us that their early supplies are
to be drawn from the truck patches of
the coast country of Texas. litigate
and wade in.
Improving the Trinity river the work
to commence at Dallas is like attempt-
ing to cure a bad case of corns by
treating the scalp for baldness. Better
begin at the mouth and work up. if that
is possible.
You can make anything out of wind
as the colored brother says in Unde
Tom ami that is all that is to lie de-
pended on in making out a case of
Trinity River improvement commencing
600 miles from its mouth.
Russia is liable in a few years to
enter the markets of Europe as a com-
petitor with America and Australia for
the supply of the meat of that market.
Her late railway movements are going
to bring a great trade to her and in
the supply of foods meat and wheat
particularly she is to be reckoned in the
swim.
Oil and corn and rice and cotton and
cattle arc the great staples upon which
the eyes of the world are fastened as far
as Texas is concerned but some day her
fruits and vegetables and chickens and
vows will lie found to be playing a very
important part in her returns if already
they are not assuming proportions that
are dreamed of by very few. When
the irrigation days dawn then Texas
grows bright.
Russia and America w ill soon supply
the oil of the world and this will not
lie the only thing in which the great
overgrown landowner of the east and
the thrifty farmer of the west are com-
ing into competition. America has the
brains and the bottom in this contest
and will not suffer.
It is amusing to rend from the Wash-
ington <-oi*res|Mmdents of Texas journals
what Texas Representatives aisl Sena-
tors intend to do in Congivws. when their
prejudiced and factious opposition to all
that the Government proposes puts them
without the pale of the support of those
whose aid must be secured in order to
make progrees in legislation. There
may he intense satisfaction to one’s po-
litieal prejudices in this thing but tlu-re
i« little good judgment as to the means
<>t semiring the legislation neeejwat<y for

There is a fitness of things in asso-
ciating the const ruction of a Paeiflc ca-
ble with the digging of the Nicaragua
canal and as the canal it to be a gov-
ernment work so should that cable lie
a work of the government. It should
lie authorized by Congress constructed
by the government and absolutely con-
trolled by the genera! administration
just as the mails of the country are
controlled.
When the Nicaragua canal is a success
ami the ships of all nations are crowding
through that magnificent waterway
what satisfaction will it be to Texas to
recall the legislation of today and note
that her Representatives in Congress op-
posed the bill at every stage of its pas-
sage and that her Senators were con-
spicuous in trying to prevent the rati-
fication of a treaty that gave to the
United States all that she asked of
Great Britain in the abrogation of the
Clayton-Bulwer treaty and the absolute
control of the eanal. All the comfort
lexas can find in that reflection is un-
doubtedly hers.
When the vote of the Senate is reached
on the ratification of the later treaty
with Great Britain anent the Nicaragua
canal construction then it will appear
how I nfgely that body favors the con-
struction of that waterway. In the last
session of Congress the House was over-
whelmingly in favor of canal construc-
tion. and the Senate it was that pre-
vented action. Now if tlie Senate re-
l>ents ami changes front and supports the
measure there is hardly a doubt of the
measure la-ing adopted and that neces-
sary work so long delayed being im-
mediately put under iway by Congress.

There is a growing conviction among
the students of the present tariff and
its influence upon the trusts that the
trusts are not benefitted as much by the
trusts as they are credited with being.
It is certain that the sugar trust now-
favors free trade with Cuba in the mat-
ter of sugars and that flic Independent
companies in many other lines in which
the trusts figure largely are not in the
least disturbed by the existence of the
combines. But let the free trade ideas
prevail and these independent concerns
will be forced to the wall by the ingress
of foreign made goods and the trusts
having everything in their own hands
will force American labor to a point at
which it can meet the low priced labor
of the foreign mills. Let the Roosevelt
antidote work awhile and watch the re-
sult.
That bill for the improvement of the
mouth of the Brazos and for dredging
the stream is all right. There is scarce-
ly a doubt that the river can lie made
serviceable for hundreds of miles from
its entrance into the gulf and if not ex-
]>criment will not lie carried farther up
stream than there is a reasonable prob-
ability of maintaining the stage of wa-
ter necessary to light draught vessels.
Already the work done at the mouth of
the river has demonstrated that a har-
bor admitting ships of at least 22 feet
draft can be readily maintained and that
for miles up the river such craft can find
anchorage anywhere along shore. It is
to lie hoped that the first experiment
in improving the rivers of Texas will lie
made with the Brazos for this is the
stream of all others that presents the
l>est conditions for testing the feasibili-
ty of such work The appropriation
carried by the bill is $400000.
Y m cannot run a government on prej-
udice any more than you can run a busi-
ness on wind. Both of them may l>c
I sainled for a season. Unit the inevitable
pricking will come ami both will col-
lapse. There are not a doz.en num in
this state connected witih either party
that can separate their political con-
clusions from their political prejudices.
It is all right in the one camp and all
wrong in the other. An inqurtial judg-
ment from the best possible standpoint
would determine today that therie h not
enough good ‘horse sense among the poli-
ticians of the state to serve as salt for
its salvation. This state with the mag-
nificent |x>ssibilities that are enclosed
in it naturally is a state that in its
government discounts these natural ad-
vantages instead of taking them as
means for tlie increase of all that lies
so evidently within her possibilities.
